中文摘要:近年来,随着我国综合国力的显著增长,国内知名工程公司的业务水平得到了快速提升,业务范围迅速向海外扩展。在世界主要国家和地区几乎都有中国工程公司以EPC总承包商的身份承揽并执行工程项目。工程项目中的采购管理是项目实施过程中的关键工作,决定项目成败。因此,对海外工程项目的采购管理研究具有重要的理论和应用指导意义。 本文在归纳总结前人研究成果的基础上,剖析了天辰公司海外工程项目执行过程中采购工作的主要特点,提出了针对关键点的主要控制理论和管理方法。论文首先对天辰公司海外工程项目采购的工作内容进行了分析,建立了与之基本适应的采购管理流程,并对该流程中共性的工作环节进行了提炼,作为采购管理工作的主轴线。然后,以天辰公司近期正在执行的土耳其UGS项目为例,对采购管理流程中的个性化工作环节及问题进行了识别,通过结合土耳其UGS项目案例研究,提出了解决方法,进一步丰富和细化了天辰公司海外工程项目采购管理的流程,对具体海外项目采购工作的开展提供了理论和应用指导。 本文研究的目的,是通过对天辰公司海外工程项目采购管理的研究,对海外工程项目的采购执行过程进行风险识别和管控,找出采购管理过程中存在的主要问题,建立国内工程公司在海外工程项目中采购管理流程,规范在海外国家和地区进行工程项目采购工作的程序和方法,降低海外工程项目执行风险,提高我国工程公司在国外执行工程项目的能力和水平,确保工程项目的成功实施,最大限度地赢得海外工程市场份额。 本文的创新点在于通过实例研究分析海外工程项目采购管理流程,与国内工程项目采购管理工作进行对比分析,识别出海外工程项目采购管理的难点和风险点,提出解决海外工程项目采购管理工作问题的特定流程和管理程序,为国内工程公司开拓海外工程市场提供理论和应用参考,以期提高管理水平和项目执行能力,进而整体提升中国公司海外市场开拓能力和市场地位,为国家经济建设做出更大贡献。  
英文摘要:China has got great achievements in all aspects in recent years, especially in social and economic development. As a result, many Famous China domestic Engineering Corporation have grown very fast and made rapid progress in their oversea business development. They have set their footprint in almost every country where projects chance therewith as a role of EPC contractors. Procurement management work is critical to project executes, so it is necessary and great significance in theory and application to make deep study on it. Based on summing up the results of previous studies and take Turkish UGS project which has been carried on recently by China Tianchen Engineering Co. ltd.(TCC) as example, we analyze the procurement characters in overseas project and set up main theories and methods to solve the key in procurement process. First, a work flow of procurement management system has been set up based on the studying result in oversea project’s procurement work, which can basically match with oversea project’s procurement management work. We find out and extract the common parts in the work flow for all projects and take them as the main-streamline-component in procurement management work. Then, the special parts in different oversea projects has also been identified out and the solution been found out by studying on procurement works in Turkish UGS project of TCC. This work upgraded the work flow and is great useful and instructive to procurement management works in oversea projects. The objective of the thesis is to help China domestic Engineering Corporation to set up effective programs to identify out the risks and find out the problems in oversea project’s procurement and to control the progress accordingly. Also, reducing the risk and increasing the ability to perform the procurement management work successfully by standardizing the workflow and getting more oversea market sharing thereby. The innovative-highlight of this thesis is taking the Turkish UGS project as example to study the procurement work flow in overseas project. Comparing with domestic project’s work, the risk and difficulties in overseas projects has been identified out. The overseas project’s procurement management work flow and standard problem-solving oriented program been set up and China domestic engineering corporations can refer to them in order to improve their skills and enhance their management level in overseas project’s execution and contribute to China economy as much as possible.
