中文摘要:  由于过去的种种历史原因,集中供热项目市场化程度不够,多数项目的建设管理仍处于比较粗放的模式下,业主方造价管理与控制更是如此,仍处于事后结算,舍本求末的管理阶段,“决算超预算,预算超概算,概算超估算”的“三超”现象频频发生,造价失控现象屡见不鲜。究其原因,是广大业主缺乏对项目造价数据的积累,缺乏对项目造价事前、事中控制。所以,现阶段把如何合理确定集中供热项目造价,实现造价有效控制,使项目建设投资控制在批准的限额内,成为业主方造价研究的重要课题和任务。   文章首先阐述了集中供热项目、项目成本控制与成本控制方法等相关理论,认真归纳总结集中供热项目与集中供热项目造价控制的特点,分析研究了集中供热项目业主方建设流程与造价控制流程,并将项目按照决策阶段、设计阶段、招标阶段、施工阶段和竣工结算等五个阶段分别深入分析研究项目建设过程中影响业主造价的关键点,并针对项目造价关键点提出控制措施,通过控制措施的贯彻落实实现对项目各阶段造价目标的有效控制,最终保证项目造价控制目标的全面完成。   最后,对论文结论、创新点及不足之处进行归纳总结,为进一步开展集中供热项目业主方造价控制研究提供理论参考,并结合目前供热行业造价控制提出展望,希望广大业主的能够高度重视关键点控制,有更多的研究学者参与项目业主造价控制关键点分析与挖掘工作,进一步完善关键点控制理论。 关键词:集中供热项目, 业主方,关键点,造价控制 
英文摘要:  In the past, various historical reasons, central heating project market is not enough, the majority of project construction and management are still in a relatively extensive model, cost management and control of the owner, especially, is still in post-settlement, the management of the demand at the end of round stage, "accounts over budget, over budget estimates, estimates exceed estimates," "three super" phenomena occur frequently, cost control are common occurrences. The reason is the lack of accumulation of the majority of the owners of the project cost data, the lack of advance, the control of the project cost. So, at this stage how to reasonably determine the cost of central heating projects to achieve cost effective control, the project investment control within the approved limits, became the owner the cost of the important issues and tasks.    This thesis described a central heating project, project cost control and cost control methods and other related theories, carefully summarize the project and central heating central heating characteristics of the project cost control, analysis of the district heating project construction process and cost the owner control processes and projects in accordance with the decision-making phase, design phase, bidding phase, construction phase and completion of the settlement-depth analysis of the five stages of research projects were affected during the construction cost of the key points of the owners, and proposed project cost control measures against key points. Through the implementation of control measures to achieve effective cost control objectives for each phase of the project, and ultimately ensure the full completion of the project cost control objectives.   Finally, the thesis concluded, innovation and deficiencies summarized, providing a theoretical reference for the further development of the project cost control of central heating the owner, and cost control combined with the current heating industry outlook raised hope that the majority of owners can attach great importance The key point of control, there are more owners researchers involved in the project cost control critical point analysis and excavation work to further improve the critical control point theory.
