中文摘要：	根据天津市城市发展规划和滨海新区石化产业发展规划要求，未来5～10年，渤海化工集团，以其下属企业天津大沽化工股份有限公司为代表，将迎来企业搬迁改造，产业升级的关键历史时期。本文以百万吨聚氯乙烯搬迁项目为课题，着重探讨企业传统优势项目如何在搬迁工作实施前期，利用项目风险管理知识和方法，完成对搬迁项目基于可研阶段的风险识别，风险度量，在此基础上，根据企业自身特点和行业现状采取有效的风险应对和监控措施。 本论文首先介绍了百万吨聚氯乙烯搬迁项目在政府规划和企业发展方面的背景和必然性；紧接着回顾了项目风险管理研究的发展历程，并介绍了国内外项目风险管理领域的研究现状和发展趋势；随后主要采用德尔菲法对搬迁项目进行了风险识别和度量，根据企业和行业实际情况，识别出了五项主要风险要素，并且对各风险要素发生的可能性、重要性、关联性和时间进程等分别做了深入分析；最后根据天津大沽化工股份有限公司聚氯乙烯搬迁项目的实际情况制定了有效的、可行的风险应对措施，并且对于潜在的项目风险机遇进行了充分分析，采取了有力的应对措施。本文最终目的是确保搬迁项目在实施和运行过程中实现最大的经济和社会价值。
英文摘要：	According to the requirements of ‘Tianjin City Development Planning’ and ‘Petrochemical Industry Development Planning of Binhai New Area’， Tianjin Dagu Chemical Co.， Ltd. as the representative of Bohai Chemical Industry Group will usher in the key moment of corporate relocation and industrial upgrading in the next 5 to 10 years. This thesis takes 1000KTA PVC relocation project as a topic， by using project risk management knowledge and methods， in a feasibility study stage， focus on analyzing how a traditional advantageous project finishes risk identification and risk measurement; as while as according to enterprise unique character and industry status， showing clearly solutions to risks， monitoring measures should be taken. Firstly， the thesis introduces the background and necessity of 1000KTA PVC relocation project in the government planning and business development planning， and then reviews the development of the project risk management research， and introduces the situation and development trend of the field for domestic and foreign project risk management. Besides， the thesis makes the risk identification and measurement of relocation project by using the Delphi method. According to the fact of enterprise and industry， identified five major risk factors， and provide the in-depth analysis of various risk factors， such as the probability， importance， relevance and time course. Finally， according to the actual situation of Dagu PVC relocation project， the thesis not only makes an effective and viable risk response measures， but also provides the fully analysis of potential project risks， and takes a strong response. The ultimate goal of this thesis is to ensure that the relocation project can get the great economic and social value in the process of implementation and operation.
