| 中文摘要: | 摘 要化工生产行业一直以来都是国家战略行业之一,也是国家重点关注的行业对象。随着我国经济的迅猛发展,对化工产品的需求量与日俱增,从而也促进了化工生产的快速增长,化工建设项目纷纷上马并大规模开展。化工工程建设项目是化工企业的运营管理至关重要的影响因素,其项目建设过程普遍具有投资规模大、建设工期长、涉及专业多、技术要求高、风险因素多以及环保要求高等重要特点。因此,化工项目实施过程中发生事故的可能性及损失后果要比其它行业大的多,发生事故将严重威胁到人身安全和健康,给社会带来重大影响。未来化工建设项目的规模愈来愈大,技术复杂程度日益提高以及环境生态要求不断增多,导致项目管理过程面临政策、技术、市场、投资以及完工等不确定因素不断增多,遇到各种各样的风险。因此,要求项目实施重视风险管理,很有必要针对项目风险进行深入地分析,有效识别各类项目风险,并提出切实可行的对策,可以使风险损失降低到最低程度。所以,化工项目建设如何有效识别、分析、评价以及控制风险就成为行业内普遍关注和亟待解决的重点问题。 本文以A公司丙烷脱氢制丙烯项目为研究对象,采用理论与实证相结合的研究方法以及文献法、案例分析法、专家判断法以及损失期望值法等研究工具。首先介绍论文研究背景和研究意义,分析研究目的,介绍研究方法及整体结构。其次对项目风险管理基础理论、项目风险管理方法以及化工行业项目风险做了基本的回顾。然后结合丙烷脱氢制丙烯具体项目建设的特点,阐述石油化工项目风险管理独特性、识别项目各类风险并进行风险分析,最后针对项目识别的主要风险做出应对措施,并给出进一步研究的建议。本文针对实际项目的全过程风险识别过程及应对措施,对化工工程项目建设具有一定的借鉴意义。 关键词:风险管理;风险识别;应对措施 ;丙烷脱氢制丙烯项目 | |
| 英文摘要: | Abstract Chemical industry has always been one of the national strategic industries, has also been the object that the country has paid close attention to. As the rapid development of China's economic growth, the demand of the chemical products has increased with each passing day, which promoted the rapid growth of chemical production, and then, many chemical construction projects have been launched and developed substantially. Chemical engineering construction project is a very important factor in chemical enterprise daily operation and management, the project construction process is generally characteristic with the large investment scale, long construction period, wide variety professionals, high technical requirements, more risk factors and the high requirements of environmental protection .Therefore, the possibility of accident in the chemical project implementation process and the damage are both larger than other industries, the accidents will be a serious threat to personal safety and health, and bring significant influence to the society. The scale of chemical construction project will be more and more larger in future, the complexity of the technology is improved, the requirements of environmental ecological continue to increase, which tends to increasing uncertain problems to the project management process, such as problems in policies, technology, market, investment and project completion, and maybe induce a variety of risks. Therefore, the project implementation must pay attention to the risk management, and conduct in-depth analysis, effectively identify the project risks, and put forward the feasible countermeasures, which can decrease the risk loss to the lowest degree. So how to effectively identify, make analysis, evaluation and control has become a widespread concern in the industry and the key problem needs to be solved. This thesis takes the PDH project of A company as the research object, using the combination of theoretical and empirical research method and literature method, case analysis method, Delphi method, loss expectation method and other research tools. First, it introduces the research background, significance, purpose, methods and the overall structure. Second makes a basic review of the project risk management theory, project risk management methods and chemical project risks in chemical industry. Then it presents the uniqueness of the petrochemical project risk management combining with the project characteristics, identifies all kind of risks of the projects, finally make countermeasures for major identified risks, and gives suggestions for further study. The thesis is aimed at the whole process of the risk identification process and measures of the actual project, has certain reference significance for chemical engineering projects.
