中文摘要：	基地烟叶采购项目质量控制研究是烟草行业以项目管理的方法开展质量管理的新课题，目前烟草行业内对基地烟叶项目质量控制方法没有形成一套成熟的以项目质量管理思想为指导的项目质量管理模式；不同卷烟企业内部对烟叶采购过程中的质量控制也存在众多问题。这些问题，制约卷烟产品的质量和品牌的发展。本文研究的目的是以项目质量管理、项目质量控制等相关理论为指导，针对山东中烟基地烟叶采购质量控制现状，以山东中烟工业公司中长期发展规划为依据，以品牌发展为核心，以保障基地烟叶原料质量满足产品质量需求为目标，以基地烟叶采购标准确定、基地种植区域及品种的选择、基地烟叶质量产生过程控制等研究为重点，围绕质量需求、质量标准、烟叶生产、初加工、验收采购等方面，研究建立科学合理的基地烟叶采购项目质量控制方法。本文采用市场调查、对比分析、文献研究和案例分析的方法，通对基地烟叶采购项目各个质量控制环节分析的基础上，力争建立科学合理的基地烟叶采购项目质量控制方法。本文共分为六部分，第一部分为绪论，提出基地烟叶采购项目质量控制研究的问题，研究的目的、研究意义及研究的内容与框架；第二部分为相关理论回顾,对项目管理、项目质量管理、基地烟叶质量等相关理论进行回顾；第三部分对基地烟叶采购项目质量独特性、控制流程和问题进行分析，提出基地烟叶采购项目质量控制整体架构；第四部分对基地烟叶采购项目质量控制方法展开详细论述；第五部分以山东中烟基地烟叶采购项目为例论述基地烟叶采购项目质量控制方法在实践中的运用；第六部分是本文的结论。
英文摘要：	Study on the project quality control of purchasing tobacco from base is a new task to the tobacco industry of the quality management by the project management method. At present, there is the lack of a mature project quality management theory base of tobacco project quality control method in the tobacco industry. Internal different cigarette enterprises also exist many problems on the quality control tobacco procurement process. These problems restrict the development of the brand and cigarette products quality. The purpose of this article is study and establish the method for the quality control of scientific and rational base tobacco procurement project ,using the project quality management、project quality control and related theory as the guide, in view of the current situation of tobacco purchase quality control in base of China Tobacco Shandong Industrial Co., Ltd, the long-term development of China Tobacco Shandong Industrial Co., Ltd as the basis for planning, to brand development as the core, in order to ensure the quality of tobacco leaf raw material base for the quality of products to meet demand as the goal, study on process control, on the base of tobacco purchase criteria, planting area and the choice of varieties, base tobacco quality, focus on quality requirements, quality standards, tobacco production, processing, purchasing, acceptance. Using the market survey, comparative analysis, literature research and case analysis method, based on analysis of tobacco procurement project each quality control, the article strives to establish a method for the quality control of scientific and rational base tobacco procurement project. This article is divided into six parts, the first part is the introduction, put forward the problem on the quality control of base tobacco procurement project, content and framework of research purpose, research significance and research; the second part is the review of the related theories, review of project management, project quality management, tobacco leaf base procurement project quality control and other related theories; the third part is the analysis of leaf tobacco purchasing base project quality and unique, process control and problem, put forward the overall project quality control base tobacco procurement project; the fourth part of the base of tobacco procurement project quality control methods in detail; in the fifth part of China Tobacco Shandong Industrial Co., Ltd leaf tobacco purchasing base project as example to discuss the using quality control method base tobacco procurement project in practice; the sixth part is the conclusion of this paper.
