中文摘要:随着经济社会的不断发展,知识工作者越来越成为工作场所的主体,也越来越成为人力资源管理的研究对象。由于知识工作者所具有的工作对象复杂性、工作过程自主性以及自身能力发展的需求,传统的基于岗位的人力资源管理已经日益不再适应对知识工作者的管理。单一的发展通道使得越来越多的技术研发人员争相挤向管理独木桥,研发人员的发展通道也不再满足其对自身发展的需求。任职资格体系的建立为这一现象提供了解决之路。 S研究所是北京一家航天科研类研究所,研究所以科技研发人员为主。随着S研究所的不断发展,其研发人员也面临着自身发展的困境,同时对于S研究所来说,对研发人员能力提升的不断需求也日益迫切。为了解决这一看似矛盾的困境,S研究所开展了任职资格体系构建的研究。本文即基于此背景开展S研究所任职资格体系研究。文章在对任职资格相关理论、研发人员特点等研究的基础上,经过系统思考,提出了基于S研究所研发人员的任职资格体系构建方案,初步提出了该体系的应用构想,并对S研究所任职资格体系构建的经验进行了总结,以期对类似单位人力资源管理有所借鉴。 
英文摘要:With the development of economy and society, knowledge workers are gradually becoming the main body of the workplace. They are also considered to be an important object of human resource management. As the knowledge workers own some unique characteristics such as complexity of work object, autonomy of work process and capacity development needs, the traditional post-based human resource management has become increasingly no longer satisfied the management of knowledge workers. Also, the old development channel for technical R&D personnel no longer meets the current need of their own development. Thus, this single development channel make more and more technical R&D personnel leave their departments and turn to compete to be the administrative staff. However, establishing a qualification system will provide a solution for this phenomenon. The Institute S is a Beijing aerospace research institute, with researchers as its main part. With its continuous development in recent years, the Institute S’ researchers face their own occupation dilemma, while for the Institute S, the demand of continuing to promote its staff’s capacity is also urgent. In order to resolve the seemingly dilemma, the Institute S is now working on a proper qualification system research, which is just the background of this paper. Based on researches related to technical R&D personnel qualification theory, characteristics and so on, the paper raises a S-based R&D personnel construction scheme of qualification system, after a systematic thinking. The construction experience of the Institute S’ qualification system has also been summarized in this paper as reference for other units’ human resource managements to use.
