中文摘要：	电信业是近20年来发展最快、变化最大的行业之一，这个变化来自于国家对电信格局进行的重大调整以及企业自身改革所带来的变化。电信运营由原来的一枝独秀变为了如今由中国电信、中国移动、中国联通三家运营商全业务竞争的新格局。随着新的通信技术不断出现，电信产品之间的差异化不断缩小，电信企业的竞争也从原来的产品竞争转变成了服务竞争、成本竞争；当服务的差异化不断缩小时，成本竞争就成了企业间最重要的竞争手段，这一点对目前人员较多、业务竞争激烈的中国电信来说更显得重要。作为一个电信运营商，网络运营成本是企业运营成本的重要组成部分，而网络维护成本又是网络运营成本的主要内容。本文以北京电信为分析对象，结合北京电信公司成本管控的相关制度及维护成本管控的实际情况，首先对北京公司网络运维成本管控的现状进行梳理，分析目前存在的问题，研究影响维护成本的各项因素，然后就如何解决目前存在的问题提出了管控思路和方法，初步探索北京电信网络运维成本管控策略，从组织架构、规章制度、预算制定、成本控制、统计分析、考核检查等方面初步建立一套运维成本管控体系。希望能在北京电信公司内部建立贯穿全企业的管理体系，科学、合理地使用成本，有效提高维护成本的使用效益和效率，不断提升企业的综合竞争力。
英文摘要：	In the past 20 years .telecommunication is among the fastest developing industries in China , at the same time it has also gone through many momentous changes, which are the results of significant reshuffles of the entire industry from the government level and self-innovations from within telecommunication enterprises. The circumstances of the entire industry has been brought into a new stage, in which full service competitions are carried out among three main powers , CT ,CMCC and CUCOM, instead of CMCC outshining all the others in the past. With the mushroom development of new telecommunication technologies, the differences between products are more and more obscured, as a result, service and cost have taken the place of products and become the main concerns of competitors. This awareness is especially important to the China Telecom which has more staffs and is faced with ore fierce competitive business. Network operating cost is the key composition of operators' operating cost, while network maintenance cost is the main factor of network operating cost control. based on the analysis of Beijing Telecom and combing the company's cost management and control system and the actual situation of maintenance cost management control , this thesis will first give an in-depth view of the current situation of maintenance cost management control, diagnose the existing problems and study various factors affecting maintenance cost control ,then put forward ideas ad methods to solve the existing problems, making preliminary exploration of BT's network maintenance cost control strategy and setting up a maintenance cost control system in terms of organizational architecture, rules and regulations ,budgeting , cost control , , statistical analysis and assessment. By establishing a management system throughout the whole enterprise, I hope we can control the cost more scientifically and rationally, make difference in the cost's effectiveness and efficiency, and continuously improve the comprehensive competitiveness of our enterprise.
