中文摘要:近年来,随着我国金融业的不断发展,城市商业银行逐渐壮大,其规模日益扩大,业务结构和发展战略发生了重要变化,业务领域不断拓宽,发展方向也从单一城市向其他地区和城市扩展;与此同时,银行的员工数量逐渐增长,管理架构和管理方式也在很大程度上发生改变。在此背景下,城市商业银行原有的岗位体系和任职资格体系已经无法适应现阶段银行发展战略的需要。而任职资格制度是银行人力资源管理系统的重要组成部分,是进行招聘甄选、培训开发、绩效管理以及职业生涯开发等工作的基础。因此,对城市商业银行原有的任职资格体系进行优化,是推进银行人力资源管理工作开展,促使人力资源与银行战略相匹配,从而形成高效的人力资源队伍,促进银行持续健康发展的重要措施。 本文在回顾相关理论和文献的基础上,选取B银行为研究对象,分析了B银行中的非管理序列的任职资格体系中存在的问题,进而提出优化任职资格体系的对策,分析了优化非管理序列员工任职资格的原则、设计路线以及实施流程,分别从制度保障、组织保障、技术保障三个方面提出了促进资格体系有效实施的保障条件。论文研究结论对于企业、尤其是金融行业企业进行任职资格体系优化具有一定的借鉴意义。 
英文摘要:In recent years, with the development of Chinese financial industry, the citycommercial banks have been booming quickly, whose size expanded and the the developmentdirection is extended from a single city to other areas; at the same time, the number of employees is increasing and great changes have taken place in the management structure. Therefore, the post system and the present qualificationsystem ofthe city commercial bank could not to meet the needs of the strategy of the bank. While the qualification system is an important part of human resources managementsystem in the bank, which is the basis of the recruitment, training and development, performance management and the occupation career development. Therefore,the optimization of the qualification system is significant for thecitycommercial banks. The system could promote the human resourcesmanagementwork to match with the strategy of the organization, form efficient humanresources team, and it is also an important measure to promote the development of the bank. Based on the review of relevant theory and literature, we selected bank of B as theresearch object. We analyzed the existing qualification system of the non-management sequences of the bank, and put forward the measures to optimize the qualificationsystem, including the principle of optimization, the design and the implementation process. At the same time, we also put forward measures to promote the implement of the system from three aspects, which include the system guarantee, the organization guarantee and the technology guarantee. The conclusion thepaperhassomereference value for the enterprise, especially for the financial industry to optimize the qualification system.
