中文摘要:中国的电信运营企业如今已变成由中国移动、中国电信、中国联通三足鼎立的局面。在全业务运营的格局下,电信企业的产品差异程度逐渐缩小,产品同质化竞争日趋激烈,因此服务就成为关键竞争力,而支撑服务的关键因素就是网络运行维护能力。为客户提供安全、可靠、快捷方便的通信服务,是企业自身生存和发展的最有效手段。北京电信公司作为国有大型骨干通信企业,是中国电信集团公司的子公司,主要经营国内、国际各类固定、移动电信网络与设施,基于固定和移动电信网络的语音、数据、图像及多媒体通信与信息服务,与通信及信息业务相关的系统集成、技术开发等业务。公司目前拥有长途通信自动交换设备35万路端,CDMA网移动基站6000多座,移动手机用户450余万户。2010年至2013年公司实现业务收入每年17%以上的增长速度,其中2013年实现业务收入89亿元,净利润收入超过14亿元。北京电信公司经过数年的大规模的建设和发展,网络架构已初见规模,客户群体逐步壮大,为使精心设计搭建的网络达到预期的效应,显现最大价值,构建一个良好的运维体系和维护模式则显得尤为重要。本文在简要介绍电信运营企业的架构模型基础上,对电信行业发展历程进行回顾,从运维组织管理体系方面、客户服务方面、应对新网络新技术以及网络安全和基础维护方面分析北京电信公司运维体系现状与发展要求,寻找存在的问题。其次,围绕北京电信“创新和服务双领先,推动规模和效益双提升”的战略目标,贯彻落实“一去两化”精神,建立“基于客户感知的集约、高效、行业领先”的运维要求,提出北京电信运维体系的建设目标和维护模式。然后,结合北京电信运维模式评估模型,主要从优化运维体系资源配置、提升客户服务保障能力、接应新业务与新网络维护以及保障基础网络安全等四个方面制定了北京电信运维体系优化流程、组织架构优化方案和行动计划。最后,本文对研究结论进行总结,并展望下一步的研究方向。 
英文摘要:Nowadays, there are three main Telecoms in China which are China Telecom, China Mobile and China Unicom. All the products and service could be provided by the Telecom are almost the same. Therefore, the business competition among the company is more and more fierce. The key point to win the competition for all the Telecoms is absolutely that how to improve the service and enhance the user perception. In another words, the best service is based on the ability of network operation and maintenance. The custom would like to choose the company which could provide safe, reliable, convenient service and the Telecom would develop healthy if they could follow the key point. China Telecom Beijing Branch Company is one of the government-owned companies which have the backbone network. The sub company which belongs to China Telecom operates the all category services which include national and international landline and mobile networks and facilities. Based on the networks sand facilities, the company also provides the voice, data, images, multimedia communications and message service. In another words, all the service is based on the System integration and technical research. The Beijing Branch Company has 35000 landline subscribers, more than 6000 CDMA base stations and 4.5 million mobile subscribers at presents. Between 2010 and 2013, the service revenue increased 17% every year and the revenue is 8.9 billion Yuan, the margin is about 1.4 billion Yuan. In addition, the China Telecom Beijing Branch Company has developed rapidly last decades, especially in infrastructure construction. The structure of the network and the number of all-type customer are also remarkable. Therefore, it is necessary to build a well operation and maintenance system to show the value of all these development. Furthermore, the operation and maintenance system also could ensure the expectation from the development. In this dissertation, it will introduce the structure of the Telecoms. Based on the structure, it will review the development of the telecom area. In addition, it will analyze the operation and maintenance system in China Telecom Beijing Branch Company from 4 points which are management of operation and maintenance system, customer service, latest technology, network security and basic maintenances. Secondly, the strategic target of China Telecom is leading the creative and services, improve the company scale and revenue. In another words, it means changing the traditional telecom thinking, and changing the company with service difference and marketization. With the target, the company would constructs an intensive, efficient, industry leading operation and maintenance system which is based on customer perception. The dissertation presents the Beijing Telecom operation and maintenance system and maintenance model. Thirdly, with the assessment model of operation and maintenance system in Beijing telecom, the dissertation scopes to optimize the scheme, processing and organization structure in 4 points which are maintenance system and optimization of the network resources, improvement of the customer service, new applications and new networks, network security and basic maintenances. Finally, the dissertation would sum up and explain the further work.
