中文摘要:随着我国不断深入的改革和开放,医疗行业的变革也给医院管理的观念和医疗行为的规范带来巨大挑战,当前的医患关系也变得更加复杂化,这种形势需要我们在医院管理中重视文化的因素和文化建设的功能,努力提高医院经营管理的文化品位。在提高医院诊疗水平和技术水平的同时,提高医务人员文化素质, 开展人性化管理,加强医患沟通,更好地为广大病人提供优质的医疗服务显得日益重要。医院的文化建设一直以来都是我国医疗卫生事业组织管理中的重要课题。关于这一问题的讨论也一直都是医院管理领域的热点。医疗服务是对人的服务,所以要坚持以人为本,突出人在管理中的地位,在充分尊重患者权利的同时,还应充分调动员工诚恳履职的积极性,构建新型、和谐的医患关系,丰富、升华文化建设的内涵,走一条可持续发展的医院改革发展之路。本人通过参加医院EMBA班的学习和思考,结合所从事的医院工作实践,对如何将以人为本的人性化管理和医院文化建设理念,落实到为病人服务的医患过程中,以及取得的效果做了论述。主要包括:医院管理理论的回顾、我国公立医院的管理现状和管理中所存在的问题,以人为本的医院管理理念的提出,其内涵和实践方法,以及以人为本的医院文化建设对医院的发展和改善医患关系的意义,并提出了具体的对策、措施与建议。通过对A医院人性化管理模式的改进与实施,包括“规范医疗、安全医疗、集成医疗和温馨医疗”的医疗模式建设赢得病人及家属广泛赞誉和信任的具体情况,以及构建以“四百工程”为支撑的学科人才建设格局,培育“百项优势”、“百病妙诀”、“百位名医”和“百名新秀”,对医院核心竞争力的提升和可持续发展的影响等人性化管理模式在应用过程中所产生的社会效益和经济效益进行了分析和阐述。通过上述研究,笔者认为医院人性化管理是医院文化建设的核心内容,是医院为社会提供优质医疗服务的必要保证,同时也是医院实现可持续发展,提高医院核心竞争力的重要措施。“以病人为中心,以质量为核心”的医院文化建设和人性化管理理念,应当作为现代医院的发展战略、价值观念、行为准则和经营理念。 
英文摘要:Along with the deepening of China’s reform and opening-up, its medical system has witnessed profound changes, which subsequently pose challenges to hospital management philosophy and medical practice standardization. Given the increasingly complex doctor-patient relationship nowadays, it is obvious that the situation calls for laying more emphasis on cultural elements and the functions of cultural construction in hospital management in a bid to boost the cultural tastes of hospital operation and management. While efforts are being made to elevate the level of medical diagnosis and treatment as well as the level of technology, it is equally important to improve the cultural qualities of medical staff, adopt people-oriented management and enhance doctor-patient communication so as to provide quality medical services for patients. Cultural construction of hospitals has always been an important task in the man-agement of medical and health institutions in China and a hot issue in the field of hospital management. After all, medical service is ultimately for the benefit of people and, therefore, everything must be people oriented and human beings are to take the central positions in management. While rights of patients are to be fully respected, medical staffs are to be motivated to take initiative in their duties with the ultimate objective of building a new and harmonious doctor-patient relationship where cultural construction is enriched and sublimated, leading hospitals to a path of sustainable reform and development. This paper is based on my studies and reflections in the EMBA class sponsored by my hospital and attempts to discuss how the philosophies of people oriented manage-ment and hospital cultural construction were implemented in the process of serving patients and what results were attained in connection with my practical experience as a surgeon. Amongst the major issues discussed are: the initiation of people-oriented management, its inherent meaning and practice as well as effects, a specific analysis of Hospital A’s implementation of people oriented management and the broad confidence gained from patients and their families, therefore trying to explore the status quo of hospital management in China and existing management problems. The paper also elaborates on the significance of people oriented cultural construction in hospital development and doctor-patient relationship and puts forward specific counter measures and suggestions.
