中文摘要：	医疗收费问题是老百姓、政府关心关注的热点和焦点问题之一，越来越多地引起了社会的广泛关注。一些医院在医疗收费中存在的种种不规范现象，直接影响了医疗机构的声誉和患者的利益，导致了医患矛盾的不断增加，成为阻碍医疗制度改革的一大障碍。论文首先简要介绍改革开放以来医院医疗收费标准发生的变化，提出了规范医疗收费的必要性和迫切性。在界定医疗收费观念的基础上，提出了医疗收费工作具有政策性强、专业性突出、综合性高和涉及利益复杂四个特点。其次归纳总结了医疗收费存在的医疗收费制度不完善、医疗收费管理不规范、医疗收费信息网络化应用程度不够高和医疗收费结构不合理四个主要问题。在对医疗收费主要问题分析的基础上，提出了要健全组织体系，完善医疗收费制度；加强医疗收费管理，规范医疗收费行为；强化计算机网络化管理，提高医疗收费质量；调整收费结构，建立科学的补偿机制四项对策措施。并明确了做好医疗收费工作应该把握好的几个关系。这对提高医院医疗收费的管理水平，促进医院健康可持续发展和有效解决人民群众“看病难、看病贵”的问题都具有一定的指导意义。
英文摘要：	The medical charges is one of the hotspot and focus issue which people and government are concerned and aroused widespread concern in society. The non-standard phenomena in the medical fees impact on the reputation of the medical institutions and the interests of patients in some hospitals, and increasingly lead to the contradiction between doctor and patient. So the medical charges have become a big obstacle to the reform of health care system. The paper briefly describes the changes in hospital medical charges since reform and opening up, and emphasizes the necessity and urgency of standardization of medical charges. Characteristics of medical charge, which can be summarize in four points as policy prominent, professional, high integrated and complex interest, were proposed on the basis of defining the concept of medical charges. Additionally, we summarize the existing problem of medical charges: the imperfected medical fee system, nonstandard management, the lack of information network application and the absurd medical fee structure. Based on the analysis of the problems mentioned above, several measures are proposed as follows. First, organization system and the institution of medical charges should be improved. Second, the organizer should strengthen the management of medical charges, standardize medical charges. Third, computer network management and the quality of medical charges should be optimized. Finally, hospitals should adjust the fee structure and establish the scientific compensation mechanism of medical charges. Besides, the paper also clarifies several points for doing a better job of medical charges. The measures mentioned above have certain guiding significance for improving the management of medical charges, promoting the healthy and sustainable development of hospitals and solving people's problem of difficult and expensive medical treatment.
