中文摘要:我国的政策性金融资产管理公司成立以来,为国有银行稳健发展、国有企业改革脱困、化解系统性金融风险等方面做出了积极和重要的贡献。但随着改革开放的不断深入,政策性金融资产管理公司设立之初的基本任务随之完成。同时政策性金融资产管理公司的弊端逐渐显现。 2004年以来,国务院、财政部和央行多次公开表示要进行政策性金融资产管理公司改革,近年来,政策性金融资产管理公司商业化转型已经取得了一些进展,现阶段正处于组织转型的关键时期,因此从组织变革和组织结构设计等方面研究政策性金融机构的转型具有重要的理论和现实意义。本文运用组织变革和组织结构设计理论,从中国华融资产管理公司新时期面临的问题入手,分析金融资产管理公司成立初期承担的政策性目标、近些年外部因素和内部因素的变化情况以及转型的现实的模式选择,明确了中国华融资产管理公司应该选择商业化转型模式。深入地分析了近几年中国华融资产管理公司的业绩情况和平台公司的搭建情况,通过进一步的战略分析,得出其商业化转型的定位和目标。结合中国华融资产管理公司商业化转型的定位和目标,通过股权结构、部门结构改革及构建以客户为核心的运营体系等多方面对商业化转型目标的实现提供策略。本文以中国华融资产管理公司商业化转型为例,应用组织变革和组织结构设计理论的相关内容,具有一定的创新性。对于政策性金融金融资产管理公司商业化转型并进一步丰富组织理论研究具有一定的参考价值。 
英文摘要:Our policy of financial asset management companies inception, for the healthy development of state-owned banks , state-owned enterprise reform and turnaround , and resolve systemic financial risks and other aspects to make a positive and important contribution. But with the deepening of reform and opening up , policy finance financial asset management companies set up along with the actual completion of the basic tasks . While policy-oriented financial asset management companies drawbacks gradually. Since 2004, the State Council, the Ministry of Finance and the central bank repeatedly publicly stated policy to conduct the reform of financial asset management companies in recent years, policy financial asset management company business transformation has made some progress , at this stage is in the organizational restructuring critical period, so from organizational change and organizational design and other aspects of the transformation of policy financial institutions has important theoretical and practical significance. In this paper, using organization design change and organizational structure theory, starting from the China Huarong Asset Management Co of new period faces problems, analyses the changes of financial Asset Management Co established policy objectives, the initial commitment in external and internal factors and the transformation of the reality of the mode selection, the China Huarong Asset Management Co should choose the commercial transition mode. Further analysis of the structure of the last few years the performance of the China Huarong Asset Management Co and Platform Co, through further strategic analysis, the commercial transformation of positioning and target.
