中文摘要：	科学技术是第一生产力，是经济增长的发动机，是提高综合国力的主要推动力。科技金融的核心就是利用金融资本的力量推动科技成果转化，进而推动科技创新。科技成果产业化的主体是科技型企业，科技型企业可以分为科技型中小企业和其他科技企业，科技成果从研发到实现产业化需要多个环节，周期长、风险大、投入高，科技型中小企业资金实力弱、融资难，外部金融资本作为第一推动力的地位逐渐突出，而金融工具包含创业投资和其他金融工具，本文以创业投资帮助中小企业解决融资问题为研究重点，研究创业投资作为新型金融工具对于促进科技金融结合的重要推动作用。结合科技型中小企业融资难的发展现状，本文对科技与金融的内在发展规律进行了研究和分析，针对科技金融结合中的突出表现形式即科技型中小企业与金融资本的结合问题进行了深入研究，分析论证了科技型中小企业创造的剩余价值是金融资本的利润源泉，市场竞争是推动金融资本与科技型中小企业结合的外部动力，因此，科技与金融具有结合的必然性；同时，金融资本作为第一推动力对科技型中小企业的发展具有强大的推动作用，所以科技与金融资本的结合也有其必要性。通过科技金融结合原理的分析研究，从金融工具创新角度对创业投资进行了与其他金融工具的对比分析与实证分析，得出创业投资对科技型中小企业发展具有重要作用，是推动科技金融结合的重要工具的结论，基于以上结论以及目前创业投资发挥推动作用的形式，对创业投资如何更好解决科技型中小企业融资问题、发挥推动科技金融结合作用提出了建议，为创业投资提供了参考。
英文摘要：	Science-tech are the primary productive forces, the engine of economic growth, as well as the main driver to improve overall national strength. The core of Sci-Tech is to promote the transformation of Technological achievement by making use of financial investment, to promote the technological innovation. Technological enterprises are the main bodies of Sci-Tech achievement industrialization. High-tech enterprises can be classified as high-tech SMEs and other enterprises，it requires multiple links from research to achieve the industrialization: long cycle, high risk, high investment, and high-tech SMEs financial strength is weak, the external capital’s role as the first cause is gradually highlighted, while, the financial instrument include Venture capital investment and other financial instruments, emphasized on the study of the way that how the Venture Capital helps to solve SMEs’financial problem, this article studied on venture capital played a key role as a new financial instrument in promoting Sci-tech integration. Considering the current development of high-tech SMEs ' financing difficulties, this article has both the study and analysis on the inner development law of Sci-tech integration, and for its highlighted performing form, i.e. it has thorough study of the combining problem of High-tech SMEs and financial investment. Analyzed and proved the surplus value that created by technological SMEs is the main profit source for financial investment, market competition is the external force to promote the combination of financial capital and high-tech SMEs, therefore, it has the inevitability of this combination. Meanwhile, financial capital as the first impetus for the development of high-tech SMEs have a strong boost, so this combination has its necessity as well.Through the study and analyze of Sci-tech integrating principle, in the view of financial instrument innovation, venture capital conducted a comparative analysis and empirical analysis with other financial instruments, obtained the conclusions that venture capital plays an important role for high-tech SMEs development, are the important tools for promoting Sci-tech integration. Based on the above conclusion of studies, this article offered suggestions both on how Venture Capital can solve the SMEs’financial problem better and how to play on better role on promoting Sci-tech integration, offered references for Venture Capital.
