中文摘要：	随着我国建筑行业市场化程度的提高，建筑市场的竞争日益激烈，建筑工程的计价模式和方法受到严重冲击。清单法计价模式是国际上通行的做法，在我国的实行已经有10年的时间。但是，我国清单法计价模式还依然存在很多问题，并且在建筑产品定价方面的使用还很有限，很多建筑产品的定价依然采用定额计价模式。尤其铁路行业，清单法的使用始于2007年，发展较为滞后。鉴于这种情况，该论文对我国清单法进行了详细分析，并与国外清单法进行了对比，总结了我国清单法存在的问题。铁路工程项目的定价模式依然以定额法计价为主，而随着铁路行业改革的深入，社会资本进入铁路工程建设领域，必将对工程成本准确性的要求越来越高。清单法计价模式以市场定价为主，符合铁路工程建设改革发展的要求。本论文详细探讨了铁路工程项目设计阶段如何以清单法做工程项目成本，并以高新线铁路工程项目为例，对设计阶段清单法成本计划方法进行了详细研究。铁路工程项目清单法成本计划有其自身的特点，专业多，参数繁杂，参数的确定较为困难。以铁路工程量清单计价规范为基础，从工程量的计算、投入物价值统计、非投入物价值统计、工程总成本统计分析等方面，进行了详细论述。设计阶段清单法成本计划，是一项系统工程，需要不同团队的密切配合，各施其职，按照一定的规范和程序来进行。清单法是学习型组织，它的实行需要设计企业建立完善的管理体系，建立管理组织和管理规范。企业参数库的建立是其实行的关键，论文从参数库建立的必要性、建立的原则和建立的方法等方面进行了研究。企业实行清单法，合同管理必须要与之配套。论文总结了清单法计价模式下合同管理的特点，为企业的合同管理提供了参考。最后，总结了研究结论，并对今后的研究进行了展望。
英文摘要：	As the speed of marketization of China's construction industry becomes faster and faster, the competition in this filed becomes fierce,thus, the valuation model method of operation are influenced. The list price model is an international model and is used in China for more than 10 years, but still not perfect in product pricing process. So, companies still use the quota valuation mode to price many building products. Especially in the railway industry, the list price model is started to be used in the year of 2007, but developed very slowly. Above all, the essay intends to analysis list price model in China, summerize the problems and compare it with foreign methods. Quota valuation method is most used in railway engineering pricing field and this requires higher and higher accuracy as the railway industry reforms. List valuation mode, in which market pricing is used most, is in accordance with the development of reform of the railway engineering construction requirements. The essay intends to make research on list pricing method and take new railway lines for example to explain further. List pricing method in railway engineering field has its own characteristics,for example: parameters are complex and difficult to confirm. Thus, the essay makes further research on some related aspects: engineering quantity calculation, input value statistics, inon-nput value statistics, engineering cost statistics,etc. All the analysis is based on the theory of list pricing method in railway engineering field. List pricing method is an integrated system engineering, it needs good team work and strict regulations. The good use of list pricing method needs perfect management system, management organization and management norms.Parameter library plays an important role,The essay makes a study on the necessities, principles and methods of establishing the parameter library in a company. Besides, the essay summerize the characteristics of contract management and provide reference to the company. At last, the essay makes a summary and provides a prospect.
