中文摘要:天津联通作为一个传统的通信企业,随着形势的发展变化,业务种类越来越多,收入源头也越来越多,信息系统日益复杂,流程衔接不断增加,人工操作仍然存在,传统的收入管理模式已经明显不适应。面对新的环境形势和企业的发展需要,我们必须更加深入、更加系统地研究,从根本上形成加强收入管理的长效机制,推动收入管理水平上到一个新的层次。全面收入管理就是对销售形成的所有收入进行闭环管理,涵盖全部收入循环的每个环节,实现“收入源全面覆盖、收入管理责任全面落实、收入流程全面管控”。全面收入管理是创新企业管理的一个重要体现,是对收入管理工作的进一步系统化和规范化,与收入稽核、业会核对相比,是一次由“点”和“线”到“面”的提升,是提高企业软实力、提升企业价值、增强企业核心竞争力的重要突破口,是进一步建立先进的运营管理体系的重要基础工作。天津联通以全面落实收入管理责任为全面收入管理的核心,建立了一个覆盖企业全部收入源和管理流程的责任体系。各级财务部门对全面收入管理进行综合管理,市场部门负责理顺对应收入源在横向跨部门间的“端到端”业务处理流程,计费、运维等部门负责BSS(计费系统)操作和运营数据规范等工作。以流程化管理为基础,建立起发现问题和解决问题的长效机制。通过明确各部门工作职责,对各收入管理操作责任部门的执行情况进行日常监督检查,对收入管理质量进行考核评价。天津联通建立了完整的收入问题发现、诊断与分析、制定解决方案、限期督办解决、后续跟踪完善的闭环工作流程。通过明确日常工作机制,建立全面收入管理长效机制,及时发现并堵塞收入漏洞,实现了事后稽核向事前、事中控制的转移,收入管理水平有了很大提高。 
英文摘要:As a traditional communication enterprise, Tianjin Unicom has more and more types of business, income sources and more and more complex information system with the changing situation. Its process connection continues to increase and the manual operation still exists. The traditional revenue management model has obviously not meet the needs in Tianjin Unicom. Facing the new environment situation and the need of development of enterprises, we must do more thorough and systematic researches. Then we can form a long-term mechanism to enhance revenue management, promoting the level of income management to a new level. Comprehensive income management is the loop management of all sales covering all the revenue cycle to achieve "full coverage of income sources, fully implement of income management responsibility, the income flow control". Comprehensive income management is an important embodiment of the innovation of enterprise management. It makes the income management more systematic and standardized. It is an important basic work for further establishment of advanced operation management system and an important breakthrough in improving the soft power of enterprises, enhancing the enterprise and the core competitiveness of enterprises from a "point" and "line" to "surface" promotion compared to income audit and industry check. Putting fully implement the responsibilities of revenue management as the core of comprehensive income management, Tianjin Unicom established a responsibility system covering all enterprise income sources and management. Financial departments at all levels manage the comprehensive income management integrate. The marketing department is responsible for the streamline corresponding source of income in a cross sectoral "end to end" business processes. Billing, maintenance and other departments are responsible for the work of BSS (accounting system) operation and operation data standardized.
