中文摘要:在企业竞争日趋白热化的当今,采购供应链的稳定已经成为了企业的核心竞争力之一,并且扮演着越来越重要的角色。但是不同规模,不同行业的企业有着各自不同的特点,那么如何选择适合本企业的采购策略以及之后如何将这种采购策略执行到位成为了企业面对的难题。 本文从以在光传输广电制造业GT公司为案例,通过GT公司采购策略的实施的现状分析其采购策略中存在的问题和针对现状所应采取的方案以及如何实施和保障方案的执行。本文主要分析思路是用资源采购策略和供应商管理策略合并成为公司的采购策略,而分析顺序主要是确定采购需求而后根据需求确定资源策略和供应商管理策略,供应商管理策略和资源策略是相辅相成互相影响的,资源分类主要基于采购资源定位模型,而供应商管理主要是基于供应商关系管理和供应商采购策略两个方向。其中供应商定位是使用了供应商和客户的双重视角来确定是适合的供应商的。而同时由于采购是供应链的重要组成部分,所以在分析时需要从供应链管理的角度来制定和实施采购策略,采购策略需要和公司战略保持一致方向,采购策略是为公司战略服务的。 而在综合资源采购策略和供应商策略之后便是需要有效的保障实施策略保证采购策略能够有效的在公司从上到下实施到位。实施策略的执行应从组织层面予以保证,形成组织过程资产,同时通过流程和绩效给予有效的管理,保证人员的执行,最终形成有系统可执行的采购策略组合。  
英文摘要:The stability of supply chain had become the core competitive of company under the fierce competition. But in different industry, the company with different size surely would have different character, so there is a big problem to make a suitable purchasing tactics to different company and ensure the implementation for the tactics. This thesis takes GT company as a target corporation who manufacturing optical transmitting equipment to analyse how to make the purchasing tactics and ensure the implementation in practices. The conception of purchasing tactics including two parts basing on this thesis, they are supplier management and material purchasing tactics, the logic of analysis is to target the real need of supply chain and confirm the supplier management tactic and material purchasing tactics, these two parts are interconnected, each one influenced by another. The material purchasing tactics coming from purchasing resource positioning model and suppler management include relationship management and supplier purchasing tactics. We need to know a good relationship come from the mutual view not wishful thinking of one side. Furthermore due to the purchasing job is a important part of supply chain, this analysis must be done on the view of supply chain and comply with company competitive strategy. Strategy implement must be carry out after material and supplier management tactic confirm. The organization process assets would be created during the tactic enforced. At the same time the procedure and personnel performance would be formed basing on it, and the purchasing tactic would be finished after this.
