中文摘要：	融资租赁作为现代金融服务业的重要组成部分，从产生之初就结合了融资与融物的双重特点，先后带动了美国、欧洲、日本等国家和地区实体经济的发展。相比之下，我国融资租赁业出现较晚，特别是到20世纪90年代，因政策不配套导致整个行业几近停滞。直到2007年，随着相关功能政策逐步健全，加之国际金融危机的大环境，我国融资租赁业迎来重大发展机遇。几乎同时期，2007、2008年左右，我国开始设立保税港区这一政策最完备、功能最全的海关特殊监管区域。在此契机下，东疆保税港区作为全国面积最大的保税港区应运而生，并按照国家战略规划承担着金融创新改革的重大任务，最终选择飞机、船舶融资租赁产业作为打造国际航运金融中心的突破口和切入点，实现了融资租赁与保税港区发展的相互结合。 本文通过介绍保税港区、融资租赁、战略管理等理论概念，阐明了我国融资租赁市场的现状和特点，并引申出东疆保税港区发展飞机、船舶融资租赁产业的契机和相关历程，并运用PEST分析模型和SWOT分析模型分析了东疆发展飞机、船舶融资租赁产业的政治、经济、社会和技术等宏观环境，并总结归纳出其优势、劣势、机会和威胁。在长期从事东疆融资租赁发展工作的基础上，笔者针对目前东疆按照聚集战略发展飞机、船舶融资租赁业务中出现的若干具体问题，详细地进行了分析，并本着实事求是的原则，借助工作中积累的大量研究资料，分别对这些问题提出了切实可行的对策建议。 这些对策建议多为与笔者实际工作密切相关，具有较强的操作可行性，相信对改善东疆融资租赁业发展现状有较大帮助。同时，由于东疆保税港区已经成为国内公认的融资租赁产业领军区域，其政策研究最透彻，所提问题能够代表整个行业的普遍情况。因此，笔者相信本文中提出的有关问题解决思路具有广泛的借鉴意义，对其他区域发展融资租赁同样具有参考作用，从而有利于带动我国整个融资租赁产业进一步发展。
英文摘要：	As an important part of modern financial services industry, financial leasing has the dual characteristics of financing funds and assets from the beginning. And it has led the development of the entity economy such as America, Europe, Japan, etc. By comparison, the financial leasing industry in China is later. Especially till the 1990s, the whole industry nearly arrested development because of the lack of supporting policy. Till 2007 as the gradual improvement of function and international financial crisis environment, our financial leasing industry has great development opportunity. Almost the same period, about 2007 or 2008, China began to set up Free Tax Ports as one kind of the areas under special customs supervision which has the most complete policy and functions. In this opportunity, the Dongjiang Free Tax Port (DFTP) was set up as the biggest one. According to the national strategic plan, DFTP undertakes the important task of financial innovation. And DFTP chose aircraft & ship financial leasing industry as a breakthrough point of international shipping financial center which leads to the combination of the development of financial leasing and Free Tax Ports. Through the introduction of the theory of free tax port, financial leasing and strategy management, this paper shows the present situation and characteristics of our financial leasing market. And it expounds the opportunity and development history of DFTP’s aircraft & ship financial leasing industry. It also uses the SWOT analytic model to summary the strengths, weaknesses, opportunities and threats of DFTP. Based on long term work about the development of DFTP’s financial leasing industry, the author analyses several detailed problems about DFTP’s aircraft & ship financial leasing industry by using focus strategy. And in line with the principle of seek truth from facts, the author puts forward practical countermeasures respectively to these problems with the help of a large number of research data during routine work. Closely related to the author’s actual work and feasible to operate, most of these countermeasures are helpful to improve the current situation of the development of DFTP’s financial leasing industry. Moreover, as the leading area of domestic financial leasing industry, DFTP’s problems represent the general situation of the whole industry because of the deeply research. So, the author believes that above countermeasures have a wide range of reference to other areas to develop financial leasing industry, accordingly promote the further development of our whole financial leasing industry.
