中文摘要：	中小企业已经成为我国国民经济的重要组成部分，同时也是推动社会发展的重要动力。科技型中小企业在促进技术创新、降低交易成本、提高社会生产效率、促进竞争等方面起着越来越关键的作用，在信息技术的新经济时代，科技型中小企业正越来越显示自身存在的价值，并与大企业构成国民经济发展的两大引擎。虽然科技型中小企业的重要性和地位不言而喻，但是融资难问题始终是阻碍其成长发展的一个很大的瓶颈。天津市科技型中小企业同样普遍面临着融资难的困境，抑制了科技型中小企业的持续创新能力和持续发展能力，进而影响到天津市经济社会发展，关系到能否提升城市竞争力，实现建设北方经济中心和国际港口城市的战略定位。 本文以企业融资理论、金融成长周期理论和信息不对称理论作为研究科技型中小企业融资问题的基本理论框架，以天津市科技型中小企业为例，指出了科技型中小企业融资存在的主要问题。对于科技型中小企业融资困境的原因，本文分别从经济学理论分析、企业内部视角、企业外部视角和描述性统计分析等四个层面进行阐述。在深入分析天津市科技型中小企业融资困境和原因的基础上，本文从“企业—金融机构—政府”的三维视角，即分别从企业、金融机构和政府等三个层面，提出了缓解科技型中小企业融资困境的对策建议，进一步完善了我国科技型中小企业融资理论，对天津市加快发展科技型中小企业、顺利完成天津市科技小巨人成长计划具有一定的参考价值。
英文摘要：	SMEs have become an important part of our national economy, but also an important driving force to promote social development. High-tech SMEs play an increasingly critical role in promoting technical innovation, reducing transaction costs and improving the efficiency of social production. In the new economic era of information and technology, High-tech SMEs are increasingly showing their important value and becoming one of the two engines of our national economic development. Although the importance and status of High-tech SMEs is self-evident, but the financing problems that hinder their growth and development have always been a big bottleneck. High-tech SMEs in Tianjin also face the same dilemma, inhibiting SMEs’ continuous innovation and sustainable development capacity, thereby affecting Tianjin economic and social development, being related to the ability to enhance urban competitiveness and the strategic position of building an international economic center and northern port city. In this paper, corporate finance theory, financial growth cycle theory and asymmetric information theory become the basic theoretical framework of the study of High-tech SMEs financing problems. Taking Tianjin High-tech SMEs for example, the pager pointed out the main financing problems of High-tech SMEs. For reasons of High-tech SMEs financing difficulties, the paper analyzed separately from the economic theory, internal perspective, external perspectives and empirical analysis of four different levels. In-depth analysis of the financing difficulties and reasons of Tianjin High-tech SMEs, based on the three-dimensional perspective of "Enterprise – financial institutes-the government," the paper proposed several measures to solve the High-tech SMEs financing problems, enriching the theory of SMEs financing, accelerating the development of High-tech SMEs in Tianjin.
