中文摘要: | 随着金融市场全球化的发展,商业银行的经营活动越发国际化和复杂化,操作风险事件的发生频率和损失程度呈现增多趋势,甚至影响到银行自身的存亡。在国际方面,近年来相继发生多起操作风险大案;在国内方面,我国银行业操作风险案件也屡发不止。操作风险日渐成为国内外各主要金融机构和监管机构重点关注和管理的风险之一。国内银行机构纷纷引入操作风险管理理念,但在管理方式和管控效果方面仍较为落后,整体抗风险能力较差。 天津农商银行前身为农村信用社,2010年6月完成股份制改造。其发展基础较为薄弱,风险管理方面存在不足,特别是对操作风险的控制和管理相对落后。改善该行操作风险管理状况不仅是为了满足监管规定,更是提升该行风险防控能力、减少操作风险损失发生的必然要求,具有实践性价值。同时,由于该行在广大农村金融机构中具有一定的代表性,本研究可以为其他农村金融机构和区域性的中小商业银行操作风险研究提供一个可供参考的思路。 本文以天津农商银行操作风险管理作为主要研究内容,首先介绍操作风险的内涵、商业银行操作风险的分类、特点、管理流程,概括出当前的主要研究成果和观点;同时,对比分析国内外不同监管要求,分别描述国内外商业银行操作风险管理现状,总结相关经验和损失教训;其次,结合该行的发展历史、战略愿景、客户定位、管理架构和经营数据,分析其操作风险管理现状;进而,分析、归纳该行在管理体系、专业人才储备、科技信息系统、操作风险事件方面存在的问题,以内外因相结合的方式,剖析造成该行操作风险问题的历史发展因素、客户群体和业务产品因素、内部管理因素以及外部环境因素;最后,结合商业银行风险管理理论和管理学知识,提出改进该行操作风险管理的对策建议。 | |
英文摘要: | With the development of globalization of financial markets, commercial banks operating activities become internationalized and sophisticated. The frequency and extent of the operational risk loss presents an increasing trend, and even affect the survival of the bank itself. On the international front, International Bank witnessed a number of major operational risks in recent years. On the domestic front, banking operational risk cases in China have repeatedly made more than before. Operational risk has become one of the risks that national financial institutions and regulatory bodies concerned and managing. Domestic banking institutions have introduced operational risk management philosophy. However, the operational risk management methods and results is still very backward, poor ability to resist risks. Tianjin Rural Commercial Bank, formerly known as the rural credit cooperatives, completed the shareholding reform in June 2010. Its foundation is weak, risk management deficiencies, especially for the control and management of operational risk is relatively backward. Improvement of the operational risk management situation is not only to meet regulatory requirements, but also to enhance the Bank's risk prevention capacity, reduce operational risk loss occur inevitable requirement. It has a certain practical value. Also, because the bank's vast rural financial institutions have some representation, this study can provide other rural financial institutions and regional small and medium commercial banks operational risk research provides a reference for the idea. The main contents of this paper are Tianjin Rural Commercial Bank Operational Risk Management. First, this paper introduces the connotation of operational risk, commercial banks operational risk classification, characteristics, management processes, summarized the current major research achievements and perspectives. Meanwhile, the comparative analysis of different domestic and foreign regulatory requirements that describe the domestic and foreign commercial banks operational risk management situation, summarize relevant experience and lessons of loss. Secondly, combined with the bank's history, strategic vision, customer orientation, management structure and operational data, analysis of its operational risk management status. Furthermore, analyze, summarize the bank management system, professional talent pool, technology systems, operational risk events the problems. Within a combination of external factors, analyze the problem caused by the bank's operational risk factors of historical development, customer groups and business product factors, internal management factors, and external environmental factors. Finally, through commercial banks' risk management theory and knowledge, and recommending improvements to the operational risk management countermeasures. | |
