中文摘要:伴随着全球经济的发展,企业间的竞争已日趋白日化。竞争方式已由原来企业与企业之间的竞争,转变为供应链与供应链之间的竞争。企业面临着降低采购成本、提高采购效率等各种压力。作为制造企业,如何在当今全球一体化这一大市场中立于不败之地,不仅需要开源,还需要节流。研究表明,采购成本一般占传统销售成本的70%以上。因此,企业如何在当今供应链环境下加强采购管理的改进,降低生产成本,从而提高产品竞争力成为了现代企业管理中的一个重要的课题。良好的采购管理能最大限度提高物流效率,紧密契合生产需求,在确保采购对象品质的基础上降低采购价格,有效控制各环节的风险,从而最终达到降低产品制造成本的目的。天津ALSTOM水电设备有限公司成立于1995年,是阿尔斯通电力集团在全球范围内的最大的加工中心,为客户提供包括:设计、生产、项目管理、现场服务和相关辅件设备等各项活动在内的全套水轮发电机组的产品与服务。本论文即是以天津ALSTOM 公司为研究对象,采用案例研究的方法逐步进行展开的。本论文通过对天津ALSTOM采购管理现状进行剖析,发现企业采购管理中存在的问题,围绕“降低成本”这一最终目的,引入“采购经营”这一全新理念,倡导跨越企业界限,充分利用企业可以利用的一切人,财,物等资源,同时进行有效的风险控制这一采购模式,运用采购管理的基础知识,逐一分析问题,找到解决问题的方法,从而更直观地阐述上述论点。希望本文的研究成果能对ALSTOM公司以及同类型的公司有一定的参考和借鉴作用。 
英文摘要:With the developing of global economy, the competition between enterprises has become severe. The competition changed from enterprises and enterprises to supply chain and supply chain. Enterprises are facing to reduce procurement costs, improve the efficiency of procurement and other pressures As a manufacturing enterprise, how to remain invincible in the global integration of the market, not only developing sources, but also need to throttle. Research shows that, the procurement cost usually accounts for 70% of traditional sales price. Therefore, how to strengthen the procurement management to reduce production costs and improve product competitiveness has become an important topic in modern enterprise management. Procurement management is good to maximize the efficiency of logistics, production needs, in close fit to reduce the purchase price based on good quality, has effective control on all aspects of risk, and finally to reduce the cost of production purposes. Tianjin Alston Hydro Co., Ltd. was founded in 1995, is the largest processing center of Alston power group, including: products and services for customers in turbine generator, design, production, project management, on-site serviceand related auxiliary equipment and other activities. This thesis is based on Tianjin ALSTOM as the research object, using the case study method to research gradually. This thesis is focused on the "cost "as final goal, introducing a new concept " procurement management " , advocate to go across enterprise boundaries and make full use of all available human, financial, material resources, and effective risk control of the procurement model. The paper will analysis on purchasing management of Tianjin Alstom Co.ltd, and thus more interactively description of the above argument. I hope this research can be a reference for Alstom and the same type of Alstom companies.
