中文摘要:最近短短几年内,中国的风电制造和风场开发经历了井喷式上升和急剧下滑的历程。GMS风电公司作为率先进入中国天津的外商独资风电制造企业,在生产过程中逐步转变供应链构成,使更多的部件本地化生产和供应,这已经成为GMS风电公司降低成本、缩短供应周期和减少库存的优化战略。本文针对GMS风电公司进行部件本地化战略的过程中出现的供应商培育和选择、供应商绩效管理、供应商关系推进等问题进行具体分析,基于项目管理对GMS风电制造企业的部件本地化供应商管理进行研究。本文首先阐述了GMS风电公司在中国和世界风电行业的背景和特点,并论述了GMS风电公司的历史沿革和发展状况,着重说明了部件本地化对于外资企业GMS未来生存和可持续发展的战略意义,重点论述了和部件本地化项目管理和供应商管理密切相关的采购管理等相关知识。本文还分析了GMS风电制造企业进行部件本地化采购的现有流程,运用现代项目管理的知识,做出了关于GMS风电制造企业进行部件本地化供应商管理的优化流程改进设计。同时研究了和供应商关系的可持续发展,以使部件本地化流程进入一个双赢的良性循环,对本地化部件供应商的后期管理做出了优化措施。 
英文摘要:Within last several years, wind turbine manufacturing and wind farm development underwent a history of a blurt-out growth and a drastic decrease. GMS Wind Company entered Tianjin China first as the foreign invested wind enterprise and in the manufacturing process they changed the constitution of the component supply chain, localizing more components and this is becoming one of the optimized strategies to reduce the cost and supplying leading time and to downsize the stock in the company. This thesis aids at the problems such as suppliers cultivation and selection, supplier performance management, supplier relationship enhancement which happened in the components localization strategy. The thesis studies the components localization of GMS Wind Company based on the project management and summarizes the optimized supplier management on components localization process. In this thesis, the background and features of GMS Wind Company in China and the world wind industry are introduced firstly. The history and the development status of GMS Wind Company are also described. This thesis also describes the application of the project management knowledge in the wind turbine components localization and concentrates on the relative knowledge such as sourcing management which has the close relationship with the localization and management on suppliers. This thesis also analyzes the existing procedure for components localization of GMS Company. Applying the modern project management knowledge, the optimized management procedure is figured out on supplier management of components localization projects. At the mean time the post management methods on the suppliers for GMS component localization project is optimized by studying the continuous improvement of the relationship with the suppliers in order to part localization project management flow enters a good loop to benefit both sides.
