| 中文摘要: | 天津市国有企业覆盖机械制造、信息技术、金融、冶金、纺织、医药、化工、交通、内外贸易、轻工产品、旅游酒店等多个行业。截至2012年末,天津市国有企业资产总额和所有者权益(以国资委监管企业为统计口径)位居全国第二位。作为天津经济社会发展的发动机,天津市国有企业特别是国有骨干企业在提升城市经济实力,增强综合竞争力,提高人民生活水平和构建和谐社会上都扮演着重要的角色,为天津国民经济的持续、健康、快速发展乃至对我国国民经济的稳定发展都起到了重要的作用。 综观当今世界,经济全球化、市场化趋势日益明显,新一轮信息技术革命大潮正在掀起。我国经济与全球经济的融合度正在以前所未有的速度和程度进一步提高,作为国民经济命脉的国有企业面临的竞争压力也将越来越大。国有企业虽然在股权结构和性质上不同于集体企业和私营企业,但是在企业经营和参与市场竞争中都具有相同的属性。企业竞争从根本上是人才,特别是高端人才的竞争,而人才竞争本质上就是用人理念和管理机制的竞争。 本论文在介绍选题的背景与研究意义、国内外研究现状、拟解决的关键问题、研究思路及方法前提下,对国有企业、经营管理者的科学内涵及党管干部等相关概念进行界定,对国有企业经营管理者选择任用机制中的委托代理、人力资本等理论基础进行了分析,从天津市国有企业经营管理者的选拔任用机制的现状入手,剖析在选拔任用过程中存在的主体不够明确、市场化配置进程落后、选拔程序和手段不够科学、选拔标准不够细化、选任机制和管理机制联系不紧密等问题,并列举案例进行分析。借鉴西方发达国家国有企业、中央企业和地方国有企业经营管理者选任的经验,提出完善选任机制的设想,重点解决好理顺选任主体、实施分类选拔及组织配置和市场化配置如何结合等问题,以期为提升天津市国有企业经营管理者的选拔任用水平提供一些思路和启示。 | |
| 英文摘要: | Tianjin State-owned enterprises cover varieties of industries, which include machinery manufacturing, information technology, finance, metallurgy, textile, pharmaceutical, chemical, transportation, internal and external trade, light industrial products, tourism, hotels and So on. By the end of 2012, total assets of state-owned enterprises in Tianjin and owner's equity (SASAC supervision enterprises in statistical coverage) ranked second in the country. As the engine of economic and social development of Tianjin, Tianjin State-owned enterprises, especially state-owned backbone enterprises play an important role on enhancing the city’s economic capacity, strengthening overall competitiveness, improving the people's living standards and building a harmonious society. Furthermore, they are also helpful on Tianjin sustained, healthy and rapid economic development and the stable development of our national economy. Looking at today's world, economic globalization and the market trend become obvious. A new round of revolution in information technology tide sets off. The integration of China's economy and global economy is growing at an unprecedented rate and degree, for which, the state-owned enterprise, as the lifeline of the national economy, will face greater competitive pressure. From the equity structure and nature, state-owned enterprises differ from collective enterprises and private enterprises, but they share the same attribute on participating in the business and competition in the market. Talent is the essence of business competition, especially the high-end talent competition; however, the essence of talent competition is the competition of concept of employment and management mechanism. This thesis first introduces the background of the thesis topic, the significance of the research, domestic and abroad research status, problem to be solved, research ideas and research methods. This thesis defines the concept of state-owned enterprises, business management and party cadres, and make analysis on agent theory, human capital theory which are involved in management selection and appointment in state-owned enterprises. Then starting with the current situation, the thesis makes research on below issues with case analysis, such as ambiguous administrations, undeveloped marketization employment, unscientific selection and appointment, unspecific standard, loose connection between selection mechanism and management mechanism. Refer to the experience of the selection and appointment of state-owned enterprises, central enterprises and local state-owned enterprises in developed western countries, the thesis puts forward the idea of improving selection and appointment mechanism. The author focuses on identification of administrations, classification selection, combination of party allocation and marketization selection. The thesis is aiming to offer idea and inspiration on improving the management selection and appointment of state-owned enterprises in Tianjin. | |
