中文摘要：	当今时代，文化越来越成为民族凝聚力和创造力的重要源泉，越来越成为综合国力竞争的重要因素，丰富精神文化生活越来越成为我国人民的热切愿望。党的十七大历史性的提出了“推动社会主义文化大发展大繁荣”的宏伟目标，明确建立覆盖全社会的公共文化服务体系，保障人民基本文化权益。 公共文化服务体系的建设，赋予公共图书馆新的机遇与挑战。作为公共文化服务体系的重要组成部分，公共图书馆平等的向所有人提供公益性的文化服务。省级公共图书馆，作为广大人民群众文化服务的平台，公共图书馆服务体系的中心，带动和指导全省图书馆行业发展的龙头，要在公共文化服务体系中把握自己的角色，更好的发挥自己的功能，保障公民的基本文化权益，满足公民的基本文化需求。 本文在充分总结以往相关研究文献的基础上，对公共文化服务体系进行了界定，总结了公共文化服务的九大功能；运用专家调查法对公共文化服务功能进行重要性排序；对社会公众进行问卷调研，综合分析了主要省级公共文化服务机构的重要功能，进而得出省级公共图书馆在公共文化服务中所发挥的重要作用，以及与其他机构功能的联系与差异。在此基础上，获得以下基本研究结论： 1.建立了由九大功能组成的公共文化服务的功能体系，并按其重要性从大到小依次是文化中心、倡导社会阅读、科学研究、信息服务、促进社会和谐、社区中心、社会教育、信息素养教育以及休闲娱乐功能。 2.在公共文化服务体系中，省级公共图书馆在倡导社会阅读、提供信息服务、促进社会和谐以及自主学习中心上发挥着主体作用，占据一线位置。 3.提出省级公共图书馆在公共文化服务体系中的功能定位。社会教育、倡导社会阅读、信息服务和促进社会和谐作为省级公共图书馆的中心功能，在公共文化服务体系中发挥着主体作用；文化中心、休闲娱乐作为重要功能，与其他公共文化服务机构共同提供服务；社区中心作为潜在功能，间接发挥作用；科学研究与信息素养培养作为发展功能，有待进一步拓展与提高。 本文的创新之处在于对省级公共图书馆在新的社会背景下——公共文化服务体系中的功能重新进行定位，并提出相应的发展建议。
英文摘要：	Today, culture has become the important source of the cohesion and creativity of the nation. And it is increasingly becoming an important factor of competition of integrated national strength. For people, rich spiritual life is becoming the fervent desire. It is the grand target of Promoting the development and prosperity of socialist cultural. So, it is imperative that strengthen the establishment of public cultural service system to cover the entire society. The fundamental objective is protecting the people's basic cultural rights. Public libraries, as one important part of public cultural service system and the cultural activities platform of the masses, supply equal and free service for everyone, and face the new opportunity and challenge again. Provincial public libraries lead the development of the whole libraries of the province, which is the centre of the service system of public libraries. So provincial public libraries should identify the functions of their own exactly in the public cultural service system, in order to protect the citizen's basic cultural rights and meet people's basic cultural needs better. Based on the research literatures, this paper defines public cultural service system and summarizes the nine kinds of functions of public cultural services. On this basis, the author investigates the importance order of the functions of public cultural service and the most important functions of the main provincial-level public cultural service institutions. In the course of investigating the author uses many methods, such as expert's survey, users' survey. According the investigation, the author calculates the scores of importance of all institutions and points out the most important functions of provincial public libraries in public cultural services system and the comparison of the function of provincial public libraries with other institutions. At last, the author relocates the function role of provincial public libraries in the new social context - public cultural service system and puts forward some proposals.
