| 中文摘要: | 随着经济全球化、金融自由化浪潮的推进,我国国内金融市场与国际金融市场迅速融为一体。在这样的背景环境下,依照当今的银行业不断发展变化的要求,建立适合中国国情的我国商业银行所特有的绩效评价体系,是十分必要并且紧迫的。对于招商银行天津分行来说,与成立之初相比,分行的战略中心和业务重点均发生了明显转型,而原有的绩效评价体系显然已经无法满足分行战略发展的需要。其主要表现为:原有内部评价体系重财务指标影响,轻非财务指标评价;重运营能力的评价,轻创新能力的影响;指标体系相对单一,无法覆盖分支行的业务等。因此,一套科学、完善的绩效评价体系的建立是非常必要的。 本文对国内外相关理论研究进行了全面深入地梳理和分析,并以国内股份制商业银行的代表——招商银行天津分行为实例,对基于平衡计分卡的商业银行绩效评价体系建设进行了深入探析。平衡计分卡不是一个绩效制定系统,而是一个绩效管理系统,即贯彻、实施已形成的绩效评价步骤,根据反馈结果持续修正。正是有了以平衡计分卡为基础的绩效评价体系,才使招商银行的发展无论从管理层面、人员管理还是绩效评价等多层面均得到了有效的贯彻执行。通过这几年不断的摸索与实践,招商银行天津分行不断调整经营模式、拓宽业务渠道、优化收入结构,在新的经济运行形势下,为我国商业银行探索绩效评价之道提供了很好的理论参考和实践经验。 | |
| 英文摘要: | With economic globalization, advancing wave of financial liberalization, China's financial markets intergrated rapidly of international financial markets. Against this background environment, according to today's evolving requirements of the banking sector, the establishment of China's national conditions of China's commercial banks are unique performance evaluation system, it is very necessary and urgent.
