中文摘要：	随着全球经济一体化的形成，旅游业已成为世界第一大产业，它是最具魅力的“朝阳产业”，在第三产业中最具活力和潜力。当前，国际旅游趋势在向文化旅游发展，以弘扬民族文化，展现民族地域风采的民族文化旅游越来越受到重视。浓郁的文化气息，可观的经济效益是民族文化旅游能够得到大力发展的两大优势，也是民族地区发展旅游经济，迅速脱贫致富的有利因素。 目前国家西部大开发战略的深入、西藏对外开放的步伐加快和对口援助力度的加大、特别是青藏铁路的建成通车为西藏民族文化旅游的快速发展提供了难得的发展机遇。西藏的民族文化旅游资源异彩纷呈，得天独厚，具有很高的旅游价值。西藏民族文化旅游资源如何进行可持续开发，达到自然、社会、经济均衡发展已成为值得研究的重要课题。 本文在深刻理解“民族文化旅游”概念的基础上，首先分析了西藏民族文化在西藏旅游中的价值和作用，指出西藏民族文化旅游开发的重大意义与发展目标。为了达到这一目标，本文对西藏民族文化旅游开发的宏观环境、资源基础和开发现状进行了较为科学客观的分析，通过研究给出了西藏民族文化旅游开发的指导思想、开发原则。并从一种新的视角——复合生态系统理论，探讨了民族文化旅游开发与复合生态系统的互动影响机理。在此基础上，建立了民族文化旅游复合生态链开发模式，指出建立和维护关键生态链才能实现民族文化旅游的可持续发展。通过对西藏民族文化旅游开发复合生态链分析，找出各生态链各个环节中的制约因素和存在的问题，有针对性地提出西藏民族文化旅游资源开发对策、经营管理对策、环境保护对策，并建立旅游开发的支持体系，以达到西藏民族文化旅游开发目标的全面实现。同时，本文存在诸多方面的不足，希望在后续研究中予以补充完善。
英文摘要：	Along with the development of global economy, touring not only becomes more and more popular but also grows up its important position in the service field. At present, there is a trend that international touring develops to the cultural touring. Especially much attention has been paid to the Ethnic cultural touring, which shows the characteristics of the regional culture. Two advantages of Ethnic cultural tourism, cultural tang and considerable economic benefit, promotes the development of it, which are the reason for the nation region to develop touring economic, and then shake off poverty and set out on the road to prosperity. At present, Tibet Ethnic cultural touring has the rare development opportunity, such as the deeply development of China’s Western Campaign,the rapidly step of opening up of Tibet to foreign countries, and specially the open to traffic of Qinghai-Tibet Railroad. Tibet's Ethnic culture tourism resource has the very high world value and the human significance, so how to aim at the Tibet rich characteristic national culture tourism resources to carry on development is worth studying as an important topic. This paper lies in the profound understanding of “Ethnic cultural touring” concept foundation. Firstly it points out the great significance and the development goal of the Tibet Ethnic cultural tourism development. In order to achieve this goal, the paper utilizes Correlation theories to carry on a scientific and objective analysis on the development environment, the resource base and the present situation. Then proposed the guiding ideologies, the development principles and the developmental strategies of Tibet Ethnic cultural tourism development. In the foundation, this article proposes the Tibet Ethnic cultural tourism resources development countermeasures, the management countermeasures, and has established the support program of Tibet Ethnic cultural tourism development. Otherwise, this article had insufficiencies in many aspects, which will be the main aspects in the further study.
