中文摘要:随着我国基础设施和市政公用事业进入加速建设时期,基础设施咨询业获得了良好的发展,行业竞争也不断加剧,身处其中的企业越发认识到公司战略的实现是保持行业地位和获得竞争优势的基础。伴随着行业环境的变化和企业生命周期的演进,以人力资本为核心资源的基础设施咨询公司对绩效考核体系与公司战略实现间关系的认识不断加深,纷纷从绩效考核体系的改进和变革入手,希望能够对公司绩效和战略目标的实现起到正向的促进作用。SJ公司作为基础设施咨询业的领导者也做出了相关尝试。本文以SJ公司咨询人员绩效考核体系变革案例为研究对象,通过对该公司在过去十一年中先后采用的三种绩效考核体系及其变革历程的研究,探索改进该公司绩效考核体系的方向。本文第一章介绍了研究的背景、目的和意义,回顾了国内外相关研究的现状,阐述了本文的主要研究内容、方法和思路,概括了本文各章的结构和内容安排。第二章对本文涉及的主要概念及其理论、理解和基本方法进行了总结和梳理。第三章对SJ公司咨询人员绩效考核体系经历的三个主要阶段及其变革历程进行了详细的说明,同时分析了历次变革的主要内容。第四章对内外部环境、公司战略以及绩效考核体系间的内在关联进行了分析,识别出SJ公司绩效考核体系变革的驱动因素和影响绩效考核效果的决定性因素,并对该决定性因素的关键支持要素进行了分析。第五章以分析结果和SJ公司的实际情况为基础,从三个方面提出改进和完善SJ公司现行绩效考核体系的建议。第六章对本文的研究对象、主要研究结论和意义进行总结,同时针对本文研究过程及其结果存在的局限性提出未来改进的方向。 
英文摘要:As the infrastructure and public utilities in China have entered into an accelerating construction stage, infrastructure consulting industry has enjoyed rapid development. In the meanwhile, it brought fierce competition. Infrastructure consulting companies are increasingly realizing that the implementation of corporate strategy is the foundation of maintaining market positions and gaining competitive advantages. With the change of industry environment and the progress of enterprise life cycle, infrastructure consulting companies which regard human capital as their core resource continuously deepened their understanding of the relationship between performance appraisal system and the corporate strategy. They have already started with the improvement of the performance appraisal system, in order to make it playing a more positive role in promoting company performance and strategic goals. As the leading company in the industry, SJ Company also made a series of adjustments and changes to its performance appraisal system. In this thesis, the case of performance appraisal system change for SJ Company’s consultants is used as the study objective. The author studied performance appraisal systems adopted by SJ Company and their change in the past eleven years, in order to find the way to improving the company's performance appraisal system. Chapter One introduced the background, objective and significance of the study. It also revisited the relevant research results at home and abroad, stated the substance, approach and framework. An overview of the structure and content of the thesis was provided. Chapter Two summarized major concepts involved in this thesis and their theories, understanding and basic approaches. In Chapter Three, a detailed instruction on the change process of SJ Company’s performance appraisal system was presented. Chapter Four analyzed the interrelation among environment, corporate strategy and performance appraisal system. The change-driving factors and determining factor influencing the effect of performance appraisal were indentified. It also explored the key supporting elements of the determining factor. Based on the outcome of Chapter Four, Chapter five put forward four suggestions for improvement tailored to SJ Company’s circumstances. Chapter Six summarized the major contents of the thesis, brought forward further improvement directions for existing limitations.
