中文摘要：	政府信息资源共享，是当代政府信息资源管理和开发利用工作的重要内容，是社会对信息资源均衡分配的需要。作为一种新型的公共管理理论，公共治理理论核心观点是主张通过合作、协商、伙伴关系，确定共同的目标等途径，实现对公共事务的管理，把政府信息资源共享的研究置于公共治理视域，具有较强的理论意义和现实意义。 本文使用文献调研的研究方法，对国内外政府信息资源共享的研究成果做深入调查，对已有的相关概念界定和主要研究结论做出归纳和梳理。在文献调研的基础上，本文第三章引入公共治理的主要理论体系，分析公共治理视域中政府信息资源的主要内容。第四章借助公共治理的研究视域，理清政府各部门之间的主要利益关系，分析影响政府信息资源内部共享的主要因素，构建政府信息资源内部共享模型。第五章分析公共治理视域中政府信息资源共享中政府的主要角色以及政府与其它社会主体在政府信息资源共享领域的利益关系，分析政府信息资源外部共享的过程，构建政府信息资源外部共享模型。在这些应然性研究的基础上，第六章结合具体案例对政府信息资源共享的现实因素展开分析，为推动我国政府信息资源共享提供策略性建议，达到具体语境下讨论政府信息资源共享问题的目的。 本研究的主要创新点把政府信息资源共享问题放在公共治理视域中研究，分析政府与其它社会主体的关系，提出公共治理视域中的政府信息资源内部共享模型和外部共享模型，并据此给出我国政府信息资源共享策略。从公共治理这个切入点对政府信息资源共享展开分析，构建政府信息资源共享的模型，具有一定的理论开拓意义和现实指导意义。
英文摘要：	As the important part of contemporary government information resources management and development, the sharing of information resources, is a balanced allocation of resources to the information society. And also as a new public management theory, theory of public governance is the core point of view that through the ways of cooperation, consultation, partnership to achieve the management of public affairs. Putting the government information resources sharing in public governance horizon has strong theoretical and practical significance. Based on the literature research method, this paper investigates thoroughly the achievements of government information resource sharing at home and abroad, and sums up the existed definition and the main research conclusions. The third chapter introduces the main theory system of public governance, and analyses the main contents of government information resources in the horizon of public governance. The forth chapter solidifies the main interest relationship among the departments of government in the horizon public governance, and analyses the main interest relationship in the internal sharing activities of government information resources, then constructs the model of internal sharing activities of government information resources. The fifth chapter analyses the role of government in the sharing activities of government information resources and the interest relationship between government and other social subjects, and analyses the process of government information resource's external sharing, then constructs the model of external sharing activities of government information resources. The sixth chapter analyses the reality factors of government information resource sharing by combining specific cases, and proposes strategic suggestions of government's information resource sharing, in order to achieve the discussion of the issue of government information resource sharing. The main innovation of this research is that it seems some theoretical breakthrough in the theory use and thus meaningful in theory. The paper proposes the internal and external sharing model of government information resources in the horizon of public governance. It analyses the government information resource sharing from public governance horizon, constructs the model of government information resource sharing, thus it has significance of theory opening up and significance of reality guidance.
