中文摘要：	20世纪80年代，政府职能部门的绩效评价首先在西方国家推广开来。2006年，时任国家总理温家宝同志在“加强政府建设，推进管理创新”电视会议中明确指示：“绩效评估是引导政府及其工作人员树立正确导向、尽职尽责做好各项工作的一项重要制度，也是实行行政问责制的前提和基础。有了绩效评估的结果，行政问责才有可靠的依据……”发言中，温总理还着重强调各级政府和公共部门应确定科学的绩效评估内容和指标体系。时至今日，绩效评估已经广泛地渗透于我国各级公共部门的人资管理、财务管理等各类日常工作进程中。然而，由于相关应用经验得缺失，也致使我国公共部门的绩效评估依然存有多方前欠缺。基于如此，笔者特以财政教育支出为研究内容，以天津市这一个案为研究对象，希冀为我国财政教育支出绩效评价的理论研究略尽绵薄之力。本研究共分为六大部分，第一部分为“绪论”，主要就本研究的研究背景、意义、现状等内容进行简单介绍；第二部分主要就本研究所涉及到的相关概念、研究依据进行阐述；第三部分着重就天津市财政教育支出绩效评价所遵循的基本原则和具体方法进行详细地介绍；第四部分则是从模绩效指标实证分析、结构绩效指标实证分析、产出绩效指标实证分析、经济社会发展绩效实证分析等几个维度，就天津市财政教育支出绩效的现状进行详细地分析研究，并总结出天津市财政教育支出在这些环节所存在的问题；第五部分通过优化财政教育支出规模、优化财政教育支出结构、提高财政教育支出的产出水平以及完善教育财政体制四个角度，就天津优化财政教育支出的策略给出明确答案；第六部分为结语，在总结本研究的价值之后，并指出研究的不足支出。通过本命题的研究，笔者不仅希冀为天津优化财政教育支出绩效评价给出一条切实可行的路径，而且还希望为我国其他区域在优化相关领域进程中，起到一定的借鉴和指导作用。
英文摘要：	In nineteen eighties, the performance evaluation of government functional departments was spread first in the West. In 2006, Premier Wen Jiabao in the video conference of the "strengthening the construction of government, promoting management innovation" clear instruct: "performance evaluation is an important system to guide the government and its staff to establish correct direction, dutifully doing all the work, but also is the prerequisite and basis for the administrative accountability system. Based on the performance evaluation, the administrative accountability system becomes a reliable basis.......” In his speech, Premier Wen also emphasized that all levels of government and the public sector should determine the science performance evaluation content and index system. Today, performance management has been widely infiltrated into all levels of public sector of human resource management, financial management and other daily work process. However, due to lack of relevant application experience, causes our public sector of performance appraisal still has lots of lack. Based on this, the author takes fiscal expenditure on education as the research content, Tianjin city as the research object, and hopes do something for theoretical research of the performance evaluation of Chinese fiscal education expenditure. This study is divided into six parts, the first part is "Introduction", mainly introduces the research background, significance, status and so on; the second part is mainly to expound the related concept and research basis; the third part introduces the basic principle and concrete methods for the performance evaluation of fiscal education expenditure in Tianjin city follow; the fourth part is the analysis, from the model performance indicators of empirical analysis, structure performance indicators of empirical analysis, output performance indicators of empirical analysis, economic and social development performance of empirical analysis and so on several dimensions, analyses on the status of Tianjin city performance of fiscal education expenditure, and summarizes the problem in these aspects for Tianjin finance education spending; the fifth part through optimizing fiscal education expenditure scale, optimizing the educational financial expenditure structure, increasing the fiscal education expenditure of output level and consummating education financial system four angles, Tianjin optimization strategy on financial education expenditure is given a clear answer; the sixth part is the conclusion, after summarizing the research value, point out the shortage of research. Through the study of this proposition, the author not only hopes to get a feasible path in optimizing the performance evaluation of Tianjin finance educational expenditure, but also hopes that the research, in China's other areas in the related field of the optimization process, has certain reference and guidance.
