中文摘要：	随着科学技术的快速变革与社会文化的日益发展，人们对城市环境具备了更高的期望，因而，如何实现社会与环境的可持续发展已经变成了全世界的重要议题。生态城就在这种环境下产生，随着人们追求舒适、安逸环境的愿望越来越强烈，我国发展生态城也越来越受到关注。但是我国在生态城市建设中仍然存在很多问题，特别是在生态城建设项目风险管理中，目前还没有形成完善的制度。因此，研究分析生态城建设项目风险管理具有非常重大的意义。本文对生态城建设方面的学术成果进行了综述和分析，通过借鉴国内外学者们的成果，本文按照风险管理理论对生态城市建设项目的风险管理进行了分析和探讨。文章分析了我国建设生态城的必要性，提出了风险管理在我国生态城市建设项目中的重要性，以风险管理的一般理论为基础，以中新天津生态城市建设项目为例，通过风险识别、风险分析和风险评价等过程，对中新生态城建设项目风险管理进行了全面的剖析，将生态城建设项目可能遇到的风险进行分类，利用访谈、问卷调查的方式对各类的风险进行了定量的评价，得出了风险分析报告，建立了中心生态城建设项目的风险库。最后，以中新生态城为例，对生态城实施全面风险管理体系进行了探讨。以期对我国生态城市建设项目的风险管理工作提供理论的和实践的借鉴。
英文摘要：	With the development of science and technology, people put forward higher request to the urban environment, such as how to realize the sustainable development is one of the important issues of global. Eco-city is the product of environment, as people are desire to pursuing the comfortable and easy environment, so the eco-city development in our country has been putting more and more attention. But there still exists many problems in our country’s ecological urban construction, especially the eco-city construction project risk management, as there is no perfect system. Therefore, the research of the eco-city construction project risk management is with great significance. This paper summaries and researches the achievement of eco-city construction by taking domestic and foreign scholars' achievement of the risk management theory as reference.it analysis the necessity of constructing eco-city in China , and puts forward the importance of risk management in our country’s ecological city construction projects . Based on the general theory of risk management, and take Sino-Singapore Tianjin eco-city construction project as an example, this paper make comprehensive analysis of the new eco-city construction project risk management and classify the risk may encounter through risk identification, risk analysis, risk evaluation process. It concludes the risk analysis report and set up the center of eco-city construction project risk by using interviews, questionnaire surveys to carry on the quantitative evaluation. Finally, also taking the Sino-Singapore eco-city as an example, this paper discusses the implement of comprehensive risk management system for eco-city, in order to provide reference for the theory and practice of risk management of the ecological city construction projects in China.
