| 中文摘要: | 天津市自来水集团(下简称“集团”或“自来水集团”)是具有公益性质的企业集团(集团中一级法人——天津市自来水集团有限公司为国有独资公司),是天津市地方水务产业的龙头。和其他公益性质的国有企业一样,天津市自来水集团在经营中也面临着公益型业务盈利能力不足、成本过高等问题。集团在做强主业的基础上亟待通过业务多角化反哺第一主业的政策性亏损。但是,实施多角化经营并不代表着经营上的成功,制定适合集团发展的经营战略,充分发挥多角化战略在企业发展中的应有作用,是集团必须直面的重要问题。 本文以多角化战略发展理论为出发点,采用由外而内、由宏观到微观的逻辑思路,以内外部分析、SWOT分析等理论为工具,结合中国水务企业发展特点,对天津市自来水集团的外部环境和内部资源、能力方面进行了综合分析,明确了集团进行多角化的基础是以自来水的生产与供应行业所形成的业务资源、人力资源、技术等竞争优势。本文论述了自来水集团实施业务多角化发展战略的意义、发展目标和战略布局,明确了公司实施同心多角化为主的公司层战略定位。本文还提出了实施多角化战略的保障措施,为天津市自来水集团未来的发展与结构调整提出了方法与思路。 经过分析,本文认为集团采用多角化战略的最重要原因是在更好地服务社会的同时实现永续经营。集团能够通过多角化经营战略优化业务布局、降低企业成本、更好地发挥公益型企业服务社会的功能,实现永续、良性发展,达到企业社会效益和经济效益和谐统一的战略目标。目前,公益性质的企业业务多角化仍然处于探索阶段,还不存在完美的发展模式,本文也为其他具有公益性质国有企业的可持续发展提供了样本借鉴,具有一定的现实意义。 | |
| 英文摘要: | Tianjin Waterworks Group (hereinafter referred to as the "Group" or "Water Group"), the local water industry leader, is a public state-owned enterprise. As other public state-owned enterprises, This Group operating is also faced the problem with lack of profitability, high costs, financing difficulties and other problems. The enterprise eager to make up for the first major industry policy-related losses, optimize business layout, reduce costs and achieve sustainable development through business diversification, play better in social services. However diversification does not certainly represent the success. To develop appropriate business strategy, diversification strategy is the most important issue the group must face. In this paper, diversification strategy development theory as a starting point within the external analysis, Analysis method is from outside to inside, from the macro to micro. The SWOT analysis theory also use as a tool. Combined with the development of China's water enterprise characteristics, there is a comprehensive analysis of the external environment and internal capabilities. The paper also points out that diversify production and competitive advantages all come from the business of water supplying. This paper discusses the implementation, the goal and strategic of business diversification of the Group, and concentric diversification of the group. The paper puts forward the structural adjustment methods and safeguard measures. According to the analysis, this paper believes that the most important reason this strategy adopted by the group is to serve the community while achieving sustainable development. The group can optimize its business through diversification strategy. It can reduce costs, play public enterprise social service functions better, and to achieve the harmony. At present, the perfect model of development does not yet exist, the paper also for other state-owned enterprises with the public nature of the sustainable development of a reference sample, and has a strong practical significance. | |
