中文摘要：	天然橡胶是重要的工业原料和战略物资，由于其具有稀缺性和功能的不可替代性，因此，橡胶在我国国防建设中具有重要的作用。中国是世界第五大产胶国，却是最大天然橡胶消费国，天然橡胶的产销矛盾十分突出。云南是中国第一个引种天然橡胶的地区，现在生产的天然橡胶占全国天然橡胶总产量的40%，截止到2011年底，全省天然橡胶种植面积为105.9万hm2，农垦39.4万hm2 ，民营66.5万hm2，分别占全省植胶总面积的37.2％和62.8％。农垦干胶总产量为16.8万吨，民营橡胶干胶总产量为19.6万吨，分别占全省橡胶总产46.1%和53.9%。因此，可以看出民营橡胶已经成为天然橡胶产业的重要力量和区域特色产业的重要组成部分。绿春县作为云南省重要的种植区，对其民营橡胶产业发展战略进行研究，对于了解云南省民营橡胶产业特点和规律，提高民营橡胶产业的生产力，优化地区产业结构具有重要的理论和现实意义。本文借助产业经济学和战略管理理论，对绿春县民营橡胶产业发展方向和战略进行了研究。首先利用比较借鉴研究法对国内外民营橡胶产业发展方式进行分析，为绿春县民营橡胶产业发展积累宝贵经验，接着通过实地调查、文献分析法以及层次分析方法阐述了该县民营产业发展概况，并采用SWOT分析法对绿春县民营橡胶产业的发展现状进行了深入研究，分析了产业发展所存在的优势、劣势、机会和威胁，构建了绿春县民营橡胶产业发展战略和实施保障体系。通过研究，笔者认为，绿春县民营橡胶产业有区位、劳动力等方面的相对优势，也存在着观念落后、体制机制不活、产业升级不够的劣势。因此，绿春县应该通过规模集团化战略和低成本战略夯实产业发展基础，全力推进橡胶产业优化升级。同时要深化体制改革，走多元化战略，以民营橡胶产业带动其他绿色产业的发展，实现绿春县产业的联动效应。除此之外，还应该实施可持续发展战略，走出一条科技含量高、经济效益好、资源优势得到发挥的新型化绿色产业之路，实现绿春县民营橡胶产业又好又快发展。 关键词：绿春县，民营橡胶产业，产业发展战略
英文摘要：	Natural rubber is an important industrial raw material and strategic materials. Because of its scarcity and function irreplaceability, therefore, the rubber plays an important role in national defense construction in our country. China is the world’s fifth largest natural rubber production country, but it is the largest natural rubber consumer. The contradiction of natural rubber production and marketing is very outstanding in China. Yunnan is China’s first introduction of natural rubber, now its production of natural rubber accounts for 40% of the total natural rubber production in China. By the end of 2011, the province's natural rubber planting area is 1059000 hm2 , there into, farm land 394000 hm2, 665000 hm2 of private, respectively accounts for 37.2% and 62.8% of the total area. Dry rubber has output of 168000 tons, private rubber's production is 196000 tons, accounting for total output of rubber in the province of 46.1% and 53.9% respectively. Therefore, we can see that private rubber has become the important force in the natural rubber industry and an important part of regional characteristic industry. Lvchun County, as an important area of Yunnan province, its private rubber industry development strategy research has important theoretical and practical significance in understanding the characteristics and law of private rubber industry in Yunnan province, increasing the productivity of private rubber industry, optimizing regional industrial structure. This paper analyses industry economics and strategic management theory, Lvchun county’s private rubber industry development direction and strategy are studied. First, we use the method of comparison analysis to analyse private rubber industry development mode in home and abroad, accumulating valuable experience for the development of private rubber industry in Lvchun. Then through the field survey and literature analysis method and hierarchical analysis method expound the situation of the county’s private rubber industry, and use SWOT analysis to carry on the thorough research in Lvchun County’s private rubber industry development current situation. Analyzes the existing strengths, weaknesses, opportunities and threats in private rubber industry, builds the development strategy and implementation of security system in Lvchun County’s private rubber industry. Through research, the author thinks that, Lvchun County’s private rubber industry has the comparative advantage of location, labor force. But it also has some disadvantages, such as, idea is backward, system and mechanism are not living, industrial upgrading is not complete. Therefore, Lvchun County should take the strategy of collectivized scale and low cost strategy, with full efforts to promote rubber industrial upgrading. We should deepen the reform of the system at the same time, and carry out diversification strategy, make private rubber industry lead to the development of other green industries, eventually make Lvchun county industry produce linkage effect. In addition, we also should implement the strategy of sustainable development, this is the new road of the green industry that has a high technological content, a good economic benefit, and resources advantage can display. All this will let Lvchun county’s private rubber industry has a nice and fast development. Key words: Lvchun County, Private rubber industry, Industry development strategy
