中文摘要：	金属矿产资源属于不可再生资源，是国家的宝贵财富，同时也是国家综合实力的重要标志。据资料的统计，世界90%的工业品和17%的消费品是用矿物原料生产的，而我国 95%以上的能源、80%以上的工业原材料和 70%以上的农业生产资料来源于矿产资源，30%以上的农业用水和饮用水均来自地下水。近几年来，矿产品及相关能源与原材料产品的产值已接近工业生产总产值的 1/3。可见，矿产资源是“工业粮食”和“工业血液”，是实现国民经济可持续发展和国家经济安全运行的重要保证。但是就目前形势来看，我国矿产开发利用还存在许多问题，再加上国内对金属矿产资源需求日益旺盛，供需矛盾不断加剧，而且在我国的主要矿产中，大部分已经查明的资源储量已不能满足经济发展的需求，因此，我国金属矿产资源对国外依赖程度从种类到数量不断攀升，这严重威胁国家经济安全。云南省是我国金属矿产资源大省，其中，尤以有色金属最为丰富，被称为“有色金属王国”，研究其金属矿产资源开发利用战略，对于了解地区乃至全国金属矿业的特点和规律，提高金属矿产资源的利用率，维护国家经济安全都具有重要的理论和现实意义。本文借助矿产资源经济学和战略管理理论，对云南省金属矿产资源的需求预测及开发利用战略进行了研究。首先通过对全国及云南矿产资源开发利用现状进行了系统的回顾和总结，分析了全国及云南省金属矿产资源的基本形势，接着通过实地调查、文献分析法以及层次分析方法阐述了云南省经济社会现状和金属矿产资源概况，对云南省金属矿产资源开发利用和经济社会发展之间的关系进行了深入研究，并预测了云南省未来对主要金属矿产的需求情况，在此基础上提出了云南省金属矿产资源开发利用的保障措施和政策建议。通过研究，笔者认为，云南省必须以开放型的资源供给战略为先导，充分利用国内国外两种市场、两种资源；以节约型的资源消耗战略为基础，实现云南省金属矿产资源的可持续开发和利用，提高资源的开发力度和利用效率；以集约型与科技创新推动为主体的资源开发战略为支撑，提高金属矿产资源的综合利用水平；以协调型的区域联合发展战略为目标，形成优势互补、各具特色以及相互共赢的开发利用新格局，促使金属矿产资源得到更加有效的开发利用。关键词：云南 ,金属矿产资源 ,开发利用战略
英文摘要：	Metallic mineral resources belong to the non-renewable resource, is a national treasure and also an important indicator of overall national strength. According to the statistic data, 90% of the manufactured goods and 17% of the consumer goods in the world are made of mineral raw materials, but in our country, more than 95% of the energy and more than 80% of industrial raw materials, over 70% of the agricultural production materials is derived from the mineral resources, more than 30% of agricultural water and drinking water comes from groundwater. In recent years, the output value of the minerals and related energy and raw materials products is close to 1/3 of the industrial output value. Visible, mineral resources is the "industrial food" and "industrial blood", is the important guarantee to realize the sustainable development of national economy. But in the context of the situation, mineral exploitation still exists many problems in our country, combined with domestic increasingly strong demand for metal mineral resources, the growing contradiction between supply and demand, and most of the identified mineral resources cannot meet the needs of economic development. As a result, the metal mineral resources in our country to foreign dependence from species to quantity increasing, it seriously threaten national economic security. Yunnan is the big province which rich in metal mineral resources, especially its non-ferrous metals, known as "the Kingdom of non-ferrous metal ". Research the metal mineral resources development and utilization of strategic has important theoretical and practical significance to understand regional and even national characteristics and regularity of metal mining, improve the utilization rate of metal mineral resources, safeguard national economic security. In this paper, by means of mineral resource economics and strategic management theory, the metal mineral resources demand forecasting and utilization strategy of Yunnan province is studied. First, the development and utilization of mineral resources in the country and Yunnan province were systematically reviewed and summarized, analyzed the metallic mineral resources basic situation, followed by field surveys, literature analysis and analytic hierarchy process elaborated the economic and social status and general situation of metal mineral resources in Yunnan province, the metal mineral resources development and utilization of Yunnan province and the relationship between the economic and social development were in-depth studied, and predict the future demand for main metal mineral resources in Yunnan province, on the basis of this puts forward the safeguard measures of exploitation and utilization of metal mineral resources in Yunnan province and policy suggestions. Through research, the author thinks, must be to open resource supply in Yunnan province strategy as the guide, make full use of two markets, two resources both domestic and overseas; Based on the strategy of economical resource consumption, realize the sustainable development and utilization of metal mineral resources in Yunnan province. With intensive and science and technology innovation promote as the main body of resources development strategy, improve the level of metal mineral resources comprehensive utilization; To coordinate regional joint development strategy as the goal, formed complementary advantages, each has its own characteristics, and mutual win-win development and utilization of new pattern, prompting metal get more effective development and utilization of mineral resources.
