| 中文摘要: | 企业的竞争,归根到底是人才的竞争。面对竞争日益激烈的市场环境,企业如何通过设计、维系及调整组织内部的人力资源管理体系,特别是绩效考核体系,来吸引、留住人才以及充分发挥组织中现有人力潜力,是获得竞争优势的关键。 B建筑企业是一家大型国有施工企业,由于其特有的行业特点,对绩效管理缺乏正确的认识,绩效考核与公司目标相脱节,导致绩效管理成为了目前管理活动中的短板。本文首先介绍了相关绩效管理的理论,对目前广泛采用的绩效管理方法进行了对比研究,为绩效管理系统的构建提供理论支持。然后根据B建筑企业实际情况和现代施工企业的管理要求,分析了B建筑企业绩效管理体系中存在的问题,为绩效管理系统的构建指明了改革方向。在文章的主体部分中全面介绍了B建筑企业构建绩效管理系统的过程,包括绩效管理系统的总体思路,确定公司的战略重点,构建基于平衡计分卡的四个维度(财务维度、客户维度、内部业务流程管理维度、学习与发展维度)、四个层级(公司级、部门级、岗位级和项目部级)的关键绩效指标体系,设定各指标的权重,明确关键绩效指标的考核标准。本文旨在通过引入平衡计分卡,改善B建筑企业绩效管理现状,形成科学完善的绩效管理体系,进一步提高企业的管理能力,增强企业核心竞争力。同时也希望本文所做的研究有助于国内施工企业完善绩效管理体系,参与更为广泛的竞争。 关键词:建筑企业 绩效管理 关键绩效指标 平衡计分卡 体系优化 | |
| 英文摘要: | To some extent,competition among enterprises is subject to their competition for human resource.Facing the more and more complicated environment,enterprises must attract,hold,and make full use of talents by designing and adjusting the human resource system,especially the performance appraisal system which has become the key to acquire compete predominant. B Company is a large private engineering construction enterprise. Because of some unique characteristics of this industry, such as lack of correct recognition of the performance management, gap of performance evaluation and company goals, management performance becomes the drawback of current management. Initially, this paper will introduce some theories related to performance management. In order to provide theory foundation for the construction of the performance management system, this paper will compare performance management methods which have been widely used nowadays. Then, according to the practical situation of B Company and requirements of modern construction enterprise, it analysis problems exist in the performance management system, which will helpful in the construction of the performance management system. The body part of this paper will introduce the construction process of performance management system in B Company in all aspects, including set performance management reforming team; determine company's strategy and future goal. Build key performance index system based on four dimensions (financial dimensions, customer and market dimensions, internal operation management dimensions, learning and development dimension), and four levels (company level, department level, position level and project lever). Setting the weight of performance indicators,definite the critical performance evaluation criteria . The purpose of this paper is changing B Company’s current performance management status by introducing the balanced scorecard. Through establishing a scientific and perfect performance management system, further enhance enterprise’s management ability and core competitive power. Meanwhile, hoping this paper can help domestic construction enterprises to improve the performance management system and participate in a wider range of competition.
