中文摘要：	烟草行业在国民经济中占有十分重要的位置，从加入WTO以来，中国烟草在《烟草控制框架公约》的影响下，中国的专卖体制将逐步放宽，我国的烟草市场将面临着国外烟草市场的挑战，为确保我国烟草行业健康发展，国家烟草专卖局站在行业发展战略的高度提出了打造我国烟草物流的不可替代性，加快建立面向未来的现代物流管理模式，牢牢掌握烟草市场销售渠道，增强核心竞争力，才能在世界烟草市场中站稳脚步。大理烟草结合实际不断加强“自身建设”，以国家局和省局（公司）战略部署为指导，不断提升管理水平，提高管理效率，积极探索供应链物流发展道路，秉承“精益物流”思想，以“科技物流”为依托，以“人本物流”为基础，以“优质、高效、安全、低成本”为目标，切实推进各项工作全面开展。本文从国内外发展现状进行分析，查找我国物流发展存在的差距，通过相关理论介绍，分析内外部环境资源情况，结合大理州烟草物流发展实际，运用战略分析方法即SWOT分析法对发展优势、劣势、机会和威胁进行分析，通过分析找准发展定位，然后合理布局各功能模块，从而起到运作模式的变革以及流程再造与优化，最终提出了非法人实体化运作，为“工商一体化、两烟一体化、供销一体化”提供坚实基础。 关键词：大理烟草 物流园 供应链管理 发展战略 功能布局 空间布局
英文摘要：	Tobacco industry occupies an important position in the national economy. Since entering WTO, the monopoly system of China’s tobacco industry will gradually relax under the influence of “Framework Convention on Tobacco Control”. Therefore, the foreign markets will challenge Chinese tobacco market. To ensure a healthy development of Chinese tobacco industry, the State Tobacco Monopoly Bureau proposes the concept of irreplaceability of Chinese tobacco logistics and the modern logistics mode to dominate the sales channel of tobacco markets and strengthen core competence.Under the guidance of the state and provincial tobacco administrations. Dali Tobacco Company promotes its own development policy and management efficiency, explores a featured mode of “good, scientific, and human-oriented logistics”, and strives for the construction goal of “high quality, efficiency, security and low cost”. This paper analyzes the development status domestic and foreign to find gaps in logistics development in China,through the relevant theoretical introduction,analysis of internal and external environment resources,combined with the actual development of Dali tobacco logistics,strategic analysis methods that use SWOT analysis to the development of strengths、weaknesses、opportunities and threats.through the a nalysis identify development orientation,and then rational distribution of various functional modules,which play the mode of operation change and process reengineering and optimization, eventually presented unincorporated entity operation,as“industryal and commercial integration、two tobacco integration、supply and integration”provides a solid foundation.
