中文摘要：	随着我国国民经济和民航业的飞速发展,国家深入实施西部大开发战略、中国—东盟自由贸易区的全面建成、大湄公河次区域经济合作的不断深化和面向西南开放桥头堡建设的启动实施，为云南省对外开放开辟了更为广阔的空间，云南省现有的机场数量、规模和航线网络越来越不能适应民航业快速增长的需求, 迫切需要突破传统的管理体制和管理观念的束缚, 探索适合我省民航业发展的战略思路，为云南民航业快速发展及全省经济社会的快速发展奠定基础。本文在回顾云南机场建设的发展历程、现状及存在问题的基础上，分析云南机场建设面临的挑战和机遇，同时借鉴国内外机场建设与经营的相关经验，通过理论研究和案例分析等方法，结合云南实际情况，分别针对枢纽机场和支线机场不同的特征和作用，提出进一步加快昆明枢纽机场建设，建设以枢纽机场为核心的中枢辐射式航线网络，探索了支线机场的规划布局以及建设、运营、管理、融资模式。本文由绪论、正文和结论构成。绪论部分简要阐述了本选题的研究背景，分析了民航业发展面临的时代背景、国际背景和行业背景，论述了本文研究的基本概念，指出了本文的研究意义、目的和方法。正文分为五个部分。第一部分，阐述了云南机场建设的历史沿革、现状、取得的成绩和存在的问题等。第二部分，对现阶段云南机场建设面临的机遇和挑战进行了分析，分析了西方主要发达国家机场建设管理的先进经验和模式，与我国机场建设管理的模式进行了对比，对不同之处进行了分析，提出可供借鉴的措施和应吸取的经验教训。第三部分，根据前面两个部分的研究情况，分析了加快西部门户枢纽机场建设的必要性、可行性，提出要加快昆明门户枢纽机场建设，并研究提出相关举措。第四部分，针对支线机场的功能和定位，对支线机场存在的问题及原因、建设的必要性等进行了分析，提出破解支线机场发展困境的建议。关键词:民航 发展战略 枢纽机场 支线机场
英文摘要：	With the rapid development of the National Economy and Civil Aviation Industry, the deep implementation of the Western Development Strategy, the fully construction of China ASEAN Free Trade Area, the continuous deepening of the Greater Mekong Sub Regional Economic Cooperation and the implementation of the opening bridgehead construction facing the Southwest of China, all of which provide Yunnan a broader space for its opening to the outside world. No matter the existing number and the scale of the airport or the network of the air lines are increasingly unable to meet the demands of the rapid development of Civil Aviation Industry, so it’s urgent to break the traditional system and concept of management as well as to explore the suitable strategy for the Civil Aviation Industry in Yunnan, which lay the foundation for the rapid development of both Civil Aviation Industry and Social Welfare. On the basis of reviewing the development course, present situation and the existing problems of airport construction in Yunnan, the paper also reveals the faced opportunities and challenges of the airport construction. Through the theoretical research and case analysis, and combines with the actual situation of Yunnan, the paper puts forward to accelerate the construction of Hub Airport in Kunming according to the different characteristics and functions between Hub Airport and Regional Airport, to build the spoke network with Hub Airport as its core and to explore the layout and the mode of construction, operation, management and financing mode of the Regional Airport. The paper consists of introduction, text and conclusion.. The introduction part describes the research background of the paper, analyzes the historical, international and industrial background of the Civil Aviation Industry simultaneously, presents the basic concept of the research, and also points out the significance, purpose and method of the research. The text is divided into four parts. The first part states the history evolution, present situation, the achievements and existing problems of airport construction in Yunnan. The second part analyzes the chances and challenges during the airport construction in this stage, and also provides the suitable measures and lessons by comparing the different management experience and mode of airport construction between the Western Developed Countries and China. The third part reveals the necessity and practicability of speeding up the Western Gateway Hub Airport Construction on the basis of the research findings from the previous two parts, thus proposes to accelerate the Gateway Hub Airport Construction of Kunming and suggests relevant measures. The forth part draws out the troubles and necessity of construction in view of the function and location of Regional Airport, offers a proposal to crack the development dilemma of Regional Airport.
