中文摘要: | 自1999年实行高校扩招以来,随着我国高校招生规模的不断扩大,由于原有办学条件已经不能满足基本需求,大学城及高校新校区的建设在全国各地蓬勃兴起。但面对着巨大的资金缺口和项目建设的紧迫性,仅靠校方已无力解决,必须动员社会力量积极参与方能实现大学基础建设的这一大发展,企校联合建设项目正是在这样的社会背景下便应运而生。本研究以云南师范大学呈贡新校区建设项目为例,对如何开展这类项目的利益相关者动态管理这一内容进行了探讨。为了建立具有针对性的管理体系,本研究从分析企校联合建设项目及其利益相关者的独特性入手,指出这是一种以校方和承建方合作为核心和基础的利益相关者关系,并且在不同项目阶段,将会在这一核心关系的基础上建立不同成员结构的利益相关者关系网,因此要实现对项目利益相关者的管理,就需要考虑管理对象和管理过程的动态性,只有实现动态的项目全过程性的管理,才能满足项目在不同阶段的需求。另一方面,由于合同是利益相关者关系建立的基础,协调是促成合作成功的主要保障,而监督与控制则是确保责权利落实的主要手段,因此这种管理需要以合同、协调、监督与控制为管理三要素。基于此,本研究进一步对企校联合建设项目利益相关者动态管理的基本内容和过程进行了讨论,提出了六步骤的基本管理过程模型,并对项目概念规划、项目实施和项目收尾移交阶段的利益相关者结构特点及管理重点进行了分析。为了使研究成果更具实用性和可操作性,本研究对具体的管理流程和管理方法依项目阶段的划分,对每一阶段与利益相关者管理密切相关、对利益相关者管理有重要影响、其中包含有利益相关者管理三要素的管理活动进行了分析,并结合项目实际操作经验,对包括项目招投标管理、项目分包管理、项目变更管理等六项管理活动的流程与方法进行了阐述。关键词:企校联合;新校区建设;项目利益相关者;动态管理模式 | |
英文摘要: | With the college enrollment expansion from 1999, because the scale of higher education became larger and larger and existing conditions of school has been unable to meet the basic needs, the construction of the new campus of university and college city have mushroomed all over the country. However, facing with huge funding gaps and the urgency of the project construction, it is impossible to resolve only by the universities. The infrastructure development of university must depend on active participation of social forces. Corporation-College-joint construction projects came into being under this social background. Taking new campus of Yunnan Normal University in Chenggong as the case, how to carry out project stakeholder dynamic management had been studied. In order to build up specific management system, beginning with the characteristics of this project and its stakeholder, the core of which is the cooperation between corporate and college, it can be find that the structures and the contents of stakeholder in different project phases are not same. Therefore, the dynamic of managerial objective and process is one of necessity for implementation of allover project management and meeting the needs in each phase. Moreover, as the three key factors, the contract is the basis of relationship between project stakeholders, ordination is the insurance of successful cooperation, monitoring and controlling is the main measure to get the responsibility, right and profit. Furthermore, the dynamic management content and the process for project stakeholder Corporation-College-joint construction projects had been analyzed. Based on 6-step model for management process, the characteristics of stakeholders and the management keys for project conception and planning, project implementation, closure and transferring had been analyzed respectively. In order to put forward practical research outcomes, the management activities in each project phase had been found, which are influential and closely related with stakeholder management. Connected with project practical experiences, the process and means of six parts of specific projects management had been stated, such as project biding management, project change management.
