| 中文摘要: | 本论文对中国运载火箭技术研究院(以下简称研究院)的航天产品研发项目的管理现状进行了深入思考和客观分析,基于研究院的科研生产管理现实需求和管理模式转型目标,在系统总结归纳项目组合管理的基本概念和相关理论、方法的基础上,创造性地将这些理论和方法应用于航天产品的研发管理。 课题的研究坚持问题导向。结合研究院航天产品的研发管理实践,从现实问题出发,重视理论方法的整合与适用性分析,寻求系统解决问题的路径和方法。 本论文的主要成果是研究形成了航天产品研发项目组合管理的总体框架,包括:一、在项目组合管理的一般管理过程的基础上,结合航天特点,建立了航天产品研发项目组合管理的“PCEA”管理过程循环;二、设计了适用于研究院推进项目组合管理的组织框架,并将其与前述的管理过程进行了对接;三、从航天产品研发项目组合管理的过程架构中识别出八大关键管理点,阐明其管理策略;四、在项目组合管理一般理论的基础上,引入企业组织七要素模型,论述了航天产品研发项目组合管理的基本管理要素。并基于上述总体框架,构建了一套适用于航天产品研发项目的组合管理流程和方法。重点是建立了以战略标准、经营标准和技术标准相结合而形成的项目组合组件识别与选择、评估与优先级排序的评价标准体系,为航天产品研发项目组合的构建和优化创建了决策依据;对项目组合执行管理过程,从项目组合实施、项目组合监测、项目组合控制三个环节进行了应用性研究,既立足于研究院现状进行了管理整合,又明确了后续管理改进方向;对项目组合改进管理的研究保证了航天产品研发项目组合管理的过程贯穿、流程完整和管理闭环,使航天产品的研发管理构成良性循环和持续改进。 | |
| 英文摘要: | This paper conducts objective analysis on the current management status of the aerospace products R&D projects in China Academy of Launch Vehicle Technology (shorted as CALT). Based on the demands of development and the transformation of aerospace management mode, it summarizes the basic concepts as well as the related theories and methodologies of Project Portfolio Management(PPM), and meanwhile creatively apply to the management practices in R&D of aerospace products. The research is problem-oriented. The origin of the research roots in the actual problems of management practices of CALT. To solve those problems, we especially emphasize on the theoretical integration and applicability analysis with the objective of seeking the systematic solution. The main accomplishment of this paper is the construction of a general framework of aerospace products R&D PPM, covering: Based upon the general management process and aerospace features, this paper establishes the “PCEA” PPM process cycle. To promote the PPM effectively, this paper proposes to modify the organization system and design an organization framework applicable to the development of aerospace products R&D PPM. This framework is compatible with the management process mentioned above as well. This paper classifies 8 vital management points of the framework and expounds their management strategies respectively. On the basis of PPM general theory, this paper introduces enterprise organization 7 essential factors model and expounds the key elements of aerospace products R&D PPM. Under the general framework, this paper constructs management flow and methods applicable to aerospace product R&D PPM. Vital points of the paper includes: it combines strategy criteria, economic criteria and technical criteria to propose an evaluation criteria system that recognizes, selects, evaluates and sorts various components of the portfolio, offering executive grounds for the construction and optimization of aerospace products R&D portfolio; it carries out the management process and conducts applied research in respects of portfolio implementation, portfolio monitoring and portfolio control, integrating management based upon the status of CALT and clarifying portfolio management modification direction; its study on portfolio modification management ensures a smooth management process, a complete management flow and a sealed management cycle of aerospace product R&D portfolio, which makes aerospace product R&D enter into a virtuous cycle and be modified at any given time. | |
