中文摘要：	航天基地后勤服务工作是航天事业型号产品试验任务得以正常运行的基础和保障。近些年随着航天科研生产、试验任务的日益繁重，航天基地的后勤保障服务工作面临着越来越严峻的挑战。后勤服务质量的高低直接影响着试验队伍的战斗力和凝聚力，甚至会影响到航天事业主体业务工作的整体进展情况。如何更好的评价航天基地后勤服务质量及如何保障航天基地后勤服务质量评价模型的顺利实施成为当前航天事业后勤服务面临的首要问题。截至目前，我国并没有一套完善的针对航天基地后勤服务质量的评价体系，此时，建立一套即符合服务质量管理体系标准要求又适合我国航天基地实际的后勤保障服务质量评价体系显得尤为重要。 本文首先以航天基地后勤服务现状为基础，通过详细分析航天基地后勤服务的任务需求和保障能力以及现有航天基地后勤服务质量标准体系存在的问题，提出了建立航天基地后勤服务质量评价体系的必要性。接下来在已有的后勤服务质量评价指标体系的基础上，结合航天基地的独特性建立了航天基地后勤服务质量评价指标体系，所构建评价体系涵盖了食堂保障服务、车辆保障服务、医疗保障服务、中转接待保障服务及行政保障部服务五个方面。评价模型中权重的确定选择了层次分析法，进一步提高了评价结果的合理性。最后，为了保障航天基地后勤服务质量评价模型的顺利实施与运行，需要后勤服务管理部门紧密结合航天基地后勤服务工作的实际，以后勤服务的信息化管理为突破口，以不断加强后勤服务管理机制的创新为推动力，通过建设后勤服务先进质量文化，设置高效的后勤服务组织机构，来不断地提升航天基地后勤服务的质量。
英文摘要：	Logistics services of aerospace base are the foundation and guarantee for the normal operation of aerospace industry models and experiments. In recent years, with the increasingly burdensome production and testing tasks in the area of aerospace research, logistical support services work of aerospace base are facing more an more challenges. The level of quality logistics services directly affects the level of combat effectiveness and cohesion for test team, and even affects overall progress of the main business work in the area of aerospace industry. So how to evaluate logistics services quality of aerospace base well and how to guarantee the logistics services quality evaluation model for the smooth implementation of aerospace base has become the most important issue which logistics services for aerospace industry have to be facing up now. Up to now, our country does not have a comprehensive evaluation system for logistics services quality of space base. So it seems particularly important to establish a management system that is consistent with the quality of service standards and suitable for actual logistics service quality evaluation system of space base in China. For one thing, by means of analyzing the status of logistics services for aerospace base status and the mission requirements, support capabilities and the problem of standard system for logistics services quality of aerospace base at present, it is necessary to establish the evaluation system for logistics services quality of aerospace base in my thesis. For another, based on the mentioned evaluation system above combined with the uniqueness of aerospace base, we will establish the evaluation system of logistics services quality for aerospace base which involves security services of dining hall, vehicle, medical treatment, transit reception and administrative support. The evaluation model make a choice of the analytic hierarchy process (AHP) which further improve the rationality of the evaluation results. Last but not the least, in order to protect the space base logistics service quality evaluation model for the smooth implementation and operation, logistics services administration must be closely integrated with practice of Logistics services for aerospace base. That is mean we need to set up efficient logistics services organization so as to uninterrupted improve the quality of logistics services for aerospace base by means of searching for opening of information management, enhancing the innovation and driving force of logistics management mechanism and constructing advanced culture of logistics services.
