中文摘要:《国家中长期科学和技术发展规划纲要(2006-2020年)》明确提出了全面推进中国特色国家创新体系建设的目标,其重点是建设以企业为主体、产学研相结合的技术创新体系。HTJC研究所的上级单位——中国运载火箭技术研究院在《十二五技术创新体系建设规划》中明确提出,要建成自主创新能力强、体系运转效率高、军民技术融合好的技术创新体系,实现建立系统化的协同创新体制,建立市场化的创新机制,建立支持企业发展及新领域开拓的技术体系,打造职业化研发团队,取得一批重大科研成果,培育一批核心技术,发展一种具有时代特色的创新动力等七个目标。面对国家、上级的要求和激烈的市场竞争,HTJC研究所只有把技术创新的战略地位突显出来,以适应市场化特点的形势需要。本文对HTJC研究所技术创新激励的研究,就是不断探索技术基础型军工单位服务型号、适应市场、谋求长大的途径。本文以理论应用研究、案例研究为主要研究方法。所谓理论应用研究就是对照技术创新激励的相关理论,包括企业创新与企业创新管理的分析、技术创新的定义、创新的动态战略、开发组织的特定能力,以及建立创新型组织(拥有共同愿景和创新意愿、合适的组织机构、全员创新和有效团队合作)等内容描述,对应分析HTJC研究所在创新激励方面已有的实践以及存在的观念、认知上的差距。所谓案例研究就是通过对3M公司、JPL、“臭鼬工厂”等国际知名公司在创新激励方面成功经验的分析借鉴,明确今后的努力方向。同时,通过分析HTJC研究所在技术创新激励的资源措施、人才与工作环境措施方面的有益尝试,查找不足,明确加强改进提高之处。创新是系统工程,HTJC研究所必须加强创新的领导力,提升前瞻力、影响力、决断力、控制力,才能使技术创新建立管理创新的基础上,以资源措施和组织措施为保障,以组织获取利益和实力不断增强为表现形式,以员工在创新中追求自身发展并推动事业发展、组织发展为根本目的,使人才成为创新大船远航的风帆、文化成为创新大船远航的力桨、技术与管理的融合成为有效创新的必然途径,实现单位与员工的共赢。 
英文摘要:The Outline of National Long-term Scientific and Technology Development Plan (2006-2020) clearly put forward the goal of promoting the construction of the national innovation system with Chinese characteristics, and the focus of it is to build technological innovation system with the combination of CEEUSRO and the mainstay is enterprises. China Academy of Launch Vehicle Technology, the higher authority unit of HTJC Research Institute clearly stated in the The Twelfth Five Year Plan on Constructing Technological Innovation System that the seven targets was to establish technology innovation system with strong ability of independent innovation, high efficiency of system operation and the good fusion of military and civilian technology, to build a systematic collaborative innovation system, to establish a market-oriented innovation mechanism, to build technical systems of supporting the development of enterprise and new fields, to create a professional R & D team, to make a number of major achievements in scientific research, to foster a number of core technologies, to develop a innovative dynamic with characteristics of the times. In the face of the requirements of the state and higher authorities and fierce market competition, HTJC Research Institute should highlight the strategic position of technology innovation to meet the needs of the market situation. The research on HTJC technology innovation incentive is constantly exploring the ways of technology-based military units’ service models, market adaptability and seeking development. This thesis is based on the main research methods of the application of theory and case studies. The so-called the application of theory research is to contrast with the theory of technological innovation incentives which contain the content of the enterprise innovation and innovation management, technological innovation, innovative dynamic strategy, specific capabilities of developing organizations, and the establishment of innovative organization (with a common vision and innovation intention, the appropriate organization, all involvement innovative and effective teamwork), to compare existing practice, cognitive gap in the innovation incentives of HTJC. The so-called case study is analysis of successful experience of the 3M Co., JPL, "skunk works" and other well-known international companies in the innovation incentive for reference to clear direction of future efforts. Meanwhile, by analyzing the resource measures in technological innovation incentive and the beneficial attempt in talents and work environment measures of HTJC, find out the shortcomings, and determine the direction of improvement. Innovation is a systemic engineering. HTJC should strengthen the leadership in innovation, and promote capability of foresight, influence,decisiveness and control. Only then might the technology innovation be based on management innovation. We must take measures of resource and organization as measures, take organization gaining interests and power as form, and take staff seeking their own development and organization career as goal. As a results, on the ship of innovation, Talents become sails, culture become oar, Fusion of technology and management become an effective method of motivation. So we can have win-win for organization and talent.
