| 中文摘要: | 随着工程技术的进步和应用需求的提升,中国航天工业正面临需求转型,作为航天工业的龙头企业,中国运载火箭技术研究院(以下简称一院)的主业日益呈现出型号数量越来越多、产品种类越来越丰富、任务规模越来越大、新技术越来越复杂、研制周期越来越短、型号质量要求越来越高、保障资源越来越困难的突出特点。本文在对传统的航天装备科研生产管理模式进行再认识、再分析、再探索的基础上,针对新的发展需求,提出科研生产管理模式转型的转型思路以及具体方法,以解决企业快速研发、快速发展的问题。本文首先分析了航天产品的概念,指出了航天产品高质量、高风险、高投入、小子样研制等不同于一般产品的特点;详细分析了一院的科研生产管理模式的现状、特点,指出了面对未来发展,一院科研生产管理模式三个方面的不适应;通过充分研究和分析国内外市场化企业和国际同行业企业的科研生产管理先进经验,总结出了国外航天产品研制的经验与启示,以及国内市场化企业基于产品的研发模式经验及启示;在此基础上,提出了以产品为核心,通过产品工程建设,构建型号和产品并重的一套科研生产管理模式,进而促进企业管理的转型的思路;详细阐述了“V-W-O”科研生产新模式的整体架构及总体方案设计。最后,还结合当前的实际情况和模式转型关键点,提出了以产品重组、流程重组和人员重组为手段,以工程过程、组织体系、管理机制为对象的科研生产管理模式转型方法和工作内容。 | |
| 英文摘要: | Abstract With the increase of engineering technology development and application demand, China aerospace industry is facing the transformation challenge. The main business of China Academy of Launch vehicle technology (herein after CALT) is increasing with more model number, more model types, larger project scale, more new technology, shorter RD period, higher quality requirement, more resource requirement and so on. Based the re-reorganization, re-analysis, re-discovery to the existing traditional scientific research management mode, upon the new requirement, this paper raised transformation way and method focus on the new development requirement, to solve the enterprise problem of fast research and development. Firstly, this paper analyzed the concept of aerospace product, indicated the high quality, high risk, high invest, small samples features which are much more different with general products. The current situation and features are listed and indicated the three aspects which CALT is not adapted to the future development. According to fully investigation and analysis of overseas aerospace products RD and domestic marketization enterprise RD experience and enlightenment, this paper raised product-focused, with the product engineering construction, build model type and product mode, to promote the idea of transformation. “V-W-O” product new mode of overall structure and total project design is stated. Finally, combined with the current reality and key points, engineering process, organization system, management process on transformation method and content is raised by product re-organization, schedule re-organization, and member re-organization. | |
