中文摘要：	摘要 拼车网一期建设项目可行性研究是以北京华宇昕宸科技有限公司的拼车网项目为例，重点研究拼车网建设项目的立项、技术研发、可研报告的前三个阶段；后期涉及的制作、试运行、后评估阶段本文不涉及。拼车网站及应用可被定义为：基于移动互联网，为出租车（包括私家车拼车）及终端用户服务的第三方拼车网运行平台。拼车网的三项核心技术是“一、可以计算出北京市每一辆出租车的习惯运行轨迹。拼车网会根据每一辆车的习惯运行轨迹与终端用户的需求进行精确配置；二、GPS集成技术。拼车网将终端用户的手机GPS信号、和出租车的GPS信号通过卫星定位集成在在百度地图；三、是数据分析系统。拼车网在后台把每天的、巨大而且繁杂GPS的数据转换为简洁、清晰的信息通过展示窗口APP发给终端用户和司机使用”。拼车网一期建设项目可行性研究的方法有：案例法、要素分层法、文献法、增量净效益法、多指标分析法等其他方法。本文共分六部分：第一章绪论，阐述研究拼车网一期建设项目的背景和意义；可行性研究的内容及方法；论文的结构。第二章是可行性研究、项目管理、项目论证与评估的相关理论回顾；第三章是经济环境与技术分析；第四章是区域经济、环境与社会；第五章是风险及综合分析；最后是结论，并指出研究的不足及后续研究的方向。本文得出的结论是：拼车网的建设是属于北京市转变经济发展方式，强化、发展生态文明导向的服务经济、知识经济、总部经济、绿色经济。以北京市为试点，建设拼车网项目是可行的，建设拼车网不仅财务效益评价上是可以盈利的，可以给北京市出租车66000名司机和北京400万用户带来经济利益，而且拼车网倡导拼车形式出行可以更高效率地利用当前北京的机动车，同时缓解公共交通承载过多客流量的压力，对于环保节能具有重要意义，可以减少PM2.5的排放，可以在“把北京建设成世界城市”的活动中做出适的贡献，可以提高北京居民的生活质量，可以实现企业和社会效益双赢。
英文摘要：	Abstract The feasibility study for the first phase development project of the ChengChe website takes the ChengChe website project inspected by Beijing HuaYuXinChen Science Co., Ltd. as itsexample and focuses on the project approval, technological research and development, and feasibility study report as the first three stages for the development project of the Chengche website; this paper does not involve the later stages of the project, which include the production, commissioning and post-evaluation. This paper focuses on the feasibility study for the construction project of the ChengChe website, mainly demonstrating the advancement, economy, safety and applicability of the two core technologies for the first stage construction project of the ChengChe website, which can process the GPS positioning system for 66000 taxis in Beijing and theirpassenger statusin real time, and the feasibility study the feasibility to go forward with the project and the decision about which program should be adopted for the project. The program is in the elementary stage without expansion.The methods used feasibility study for the construction project of the ChengChe website are to combine the theory with practice and apply the theory of project management and the theory of feasibility studies.Specific methods include: the case study method –practical activity of the company; documentary method—the relevant materialI searched for abroad; and other methods.Though the review andexposition about the relevant theorieson feasibility studies, project management, project demonstration and assessment. This paper analyzes the effect and function of the marketing environment and the laws and regulations for the government to manage the taxi service for the first stage construction project of the ChengChe website.Based on the theory, the paper defines the market positioning and profit model. Though the policy investigation of the laws and regulations in the taxi service management industry in foreign and domestic cities, this paper focuses on the investigation for the Beijing market, analyzes the operation modelof similar websites in the United States andconcentrates on the decision to be made about the project and the feasibility study.This paper has 5 parts in total: the first section is the introduction, stating the background and significance for the study of the first stage of the construction project for the ChengChe website; the content and methods about the feasibility study; the structure of the paper. The second section is the review of the theories about the feasibility study, project management, project demonstration and project assessment. The third section is the analysis of the economic environment and technology. The fourth section is the risk and comprehensive analysis. The fifth sectionconcludes and points out the deficiency and further research direction. The conclusion from this paper is the project approval of the construction of the ChengChe website is feasible regarding Beijing as the pilot city. In the future, carpoolingwill be the most efficient way to use the current motor vehicles, releasing pressure on public transportations limited carrying capacity, protecting the environment and promoting a comfortable travel lifestylefor the people.
