中文摘要：	战略研究对企业来说至关重要。很多企业为什么做不强、做不大、做不久？原因可能有很多，但很多时候都是战略出了问题。对企业而言，没有战略，或是战略不科学与不合理，都会导致盲目扩张、竞争乏力、执行不力、成长无后劲等诸多问题的出现。 CQ机械厂是中国航天科技集团公司下属大型企业，隶属xx院，主要从事航天地面设备的研制和生产。本论文是对CQ机械厂民品发展战略进行的研究。首先对企业基本情况、民品发展历程和板块构成简要说明后，阐述了民品发展的经验与教训，其次，对企业发展面临的外部环境进行了分析，在此基础上，对民品内外部环境进行了SWOT 分析。之后，明确了CQ机械厂民品总体发展思路，确定了企业民品发展愿景、发展战略思路和目标。根据以上对企业总体发展战略目标的分析和定位，作为战略实施的重要举措，本文提出应组建独立的民品总公司，将民品从现有经营体制下彻底独立出来，明确民品总公司与CQ机械厂、各民品公司的经营权限。然后，对民品总公司各个职能部门的设置进行了规划，对如何建立良好的管理机制和员工激励机制进行了阐述。最后，对民品发展的产品组合战略、营销战略、研发战略、军民融合战略、品牌战略以及国际化战略分别进行了简要阐释。
英文摘要：	Strategic research is vital to an enterprise. Why can not a lot of enterprises be strong, big and lasting long? There could be many reasons, but the key is the strategic problem. Without a strategy or the strategy is unscientific or unreasonable, the enterprise will lead to blind expansion, uncompetitive condition, poor executive forces and growth slowly etc. Affiliated with XX Academy of China Aerospace Science & Technology Corp. (CASC), CQ Machinery Factory is mainly engaged in developing and producing the aerospace ground equipment. This thesis studies the development strategy of the civil products of CQ Machinery Factory. Firstly, the thesis makes a brief introduction of CQ Machinery Factory, the development history of civil products, and the business Area. It states the experiences and lessons of the development of civil products. Secondly, on the basis of external environment research of the enterprise, the thesis makes SWOT analysis for the internal and external environment of the civil products. Finally, the thesis clarifies the general development thoughts, and puts forward the development vision, development strategy and development target for the civil products. On the basis of analysis and location of enterprise’s general development strategy and development target, this thesis puts forward the idea that the independent civil company should be established as the most important action of strategy implementation. The civil products should be derived from the existing operating system completely. The management power and responsibility should be clear between the civil company and CQ Machinery Factory, as well as each civil company. After that, the thesis schemes the various functional departments of civil companies. The thesis also expounds the way to establish a good management mechanism and incentive mechanism. At last, this thesis makes a short introduction of products combination strategy, marketing strategy, research and development strategy, military and civilian products integration strategy, brand strategy and internationalization strategy of the development of civil products.
