中文摘要：	金融租赁是出租人根据承租人对租赁标的物的选择，向供货人购买租赁标的物，并通过特定方式向承租人提供使用，并向承租人收取相应租金的系列活动。伴随着全球经济一体化，作为与证券、银行信贷并驾齐驱的三大融资工具之一，金融租赁在世界范围内发展势头强劲。在国内，一方面，我国租赁行业长期受到法律、政策、资金等多方面因素的制约，业务发展明显滞后于西方发达国家；另一方面，在国民经济多年来保持以每年8％左右的速度稳定增长的环境下，社会和经济的发展对固定资产投资需求巨大，我国租赁业具有广阔的发展前景。 　　　本文重视系统分析，以系统科学的思想为指导来研究目前国内金融租赁业务。在广泛收集资料和参考国内外有关研究文献的基础上，本研究主要采用理论分析和应用方法设计相结合的研究方法，在基于本职工作的前提下，以金融租赁的概念及竞争战略和差异化理论回顾为基础，根据对北京银行发展历程、发展环境的分析，提出其开展金融租赁业务的战略选择，并建立战略实施的组织结构框架和风险管理体系。通过针对性地构建我国银行业发展金融租赁业务的管理机制，提出实施中应当注意的问题，以期对国内商业银行金融租赁业务发展有所裨益，提高我国商业银行开展金融租赁业务的水平。 　　　经过分析和研究, 本文得出以下结论：基于金融租赁相比其他融资形式的优越性能，以及其对经济发展中存在的特殊问题的适应能力，在国民经济高速发展的要求下，此项业务的建立和发展势在必行。北京银行金融租赁业务的开展符合相关法律法规必要条件，在完善企业自身金融功能的同时能够充分适应区域经济发展的需求。通过对北京银行金融业务宏观环境、产业环境和内外部综合环境的分析得出，差异化是北京银行开展金融租赁业务的最佳竞争战略选择，主要表现在将租赁标的物集中于特定的细分市场，并且通过具体策略的实施和风险控制体系的建立，最终形成发展此项业务的核心优势。
英文摘要：	Financial Leasing is a transaction activity that lessor purchase the certain asset according to the needs of lessee and then earn interest from the rentals paid by the lessee. With the development of the economic globalization, as one of the three financing tools, financial leasing keeps a good momentum on development. In China, under the restriction of laws, policy, capital and some other factors, leasing industry is not as mature as it in developed countries, but it has a great future. 　　　This thesis pays a great attention to the system analysis. On the base of related theories and data, this research overview the development history about Bank of Beijing, and then give some strategic choice for its operation of financial leasing. At last, a system about how to manage the risk is built. The conclusion in this thesis is not only suitable or Bank of Beijing itself, but also valuable to the other commercial banks in China. 　　　According to the research and analysis, there are some conclusions. First of all, it is important to carry out financial leasing in commercial bank in china for its advantages compared with the other financial tools. Secondly, this is a maturity for Bank of Beijing itself. What’ more, the development of financial leasing in Bank of Beijing is an adaption to the local economy. Considering of the outside environment and the bank itself, differentiation is the best choice to operate financial leasing. The bank can position itself in a certain segment market and build a risk-control system to get the core competence.
