中文摘要：	我国加入WTO之后，国内化工行业蓬勃发展，为了在大环境中与国际先进化工企业共同生存与发展，我国的化工产业模式逐步升级向聚集化转变，因此围绕化工企业建设的化工物流园区也蓬勃兴起。化工物流行业的特点是运作规模大，操作程序复杂，软硬件设备要求严格，相关技术要求专业，安全性要求高。化工物流园区则是化工行业集约化发展的产物，能够达到化工物流的各项特殊性所需标准要求，园区内集中建设配套物流设施，是众多化工企业的集结地。并且由于化工物流区别于普通物流的特性，化工园内必须实行统一管理集中操作，以极其专业的运作模式为园区内部投资企业创造最可观的经济效益，从而带动当地城市的发展。 本文通过对比国内外化工物流园区的特征和优势，为我国还处在建设阶段的化工物流园的规划建设和运营发展提出管理方法和发展策略。首先从介绍化工物流特殊性出发，综合比较世界著名化工园在园区规划建性中引入的软硬件条件，总结出这些大型化工物流园区在发展经营过程中的优秀发展理念与管理模式。在比较分析的基础上，提出了化工物流园区规划建设的一体化原则，并将其应用到哈尔滨诺林经贸责任有限公司化工物流园区规划建设中；然后根据国内化工物流行业的实际情况，提出了对化工物流园区运营管理的新模式和发展策略：物流服务模式转型管理模式和支持发展绿色化工的发展策略。通过对本文的研究，我国化工行业的发展现状能够更清晰的呈现于眼前，同时也对我国化工物流行业进一步向国际化发展指出了明确可行的目标。
英文摘要：	With the rapid development of China’s chemical industry and in order to survival and develop in the big environment together with world famous chemical industries, China’s chemical industry mode changes gradually to integration, followed by the booming growth of numerous chemical logistics park construction, especially after China access to WTO. Chemical logistics’ scale large needs complicated operation, stricter equipments, specialized technology as well as highly safety control. Chemical Logistics Park is a product of intensive development of chemical industry, it can achieve the required standard of the particularity of the chemical logistics, in the park, it builds a large number of logistics facilities together and gathered many chemical enterprises. Also due to the features it distinguish from the ordinary logistics, a chemical logistic park needs unified management and centralized operation, it brings the chemical enterprises in the park the best economic benefits by using extremely professional operation mode, thereby promoting the local urban development. By comparing the features and advantages of the world and China famous chemical logistics parks, this article gives useful management methods and development strategies to chemical logistics parks construction which is still in the planning in China. First of all, starting from introducing the particularity of chemical logistics, this article comprehensively compared the world famous chemical logistics parks’ facilities and software conditions, then summed up the outstanding management models and development methods of these chemical logistics parks’ that they use in the business. On the basis of comparative analysis, it comes up with the new integration principle, which is applied in the planning of Harbin NORIN economic and trading co.ltd chemical logistics park. Then, according to actual situation of China’s chemical logistics industry, it presented new management models and development strategies of chemical logistics park operation and management: logistic mode transforming management model and support developing green chemical strategy. Through this article, the status of China’s chemical industry presented more clearly, it also gives us clear and feasible goals of China’s chemical logistics industry to a further development to internationalization.
