| 中文摘要: | 随着综合国力和经济实力的大幅增长,我国航天装备正经历由试验向应用、由科研向装备、由单星向组网、由系统向体系转型,多型号、多任务并举和组批生产、高密度发射是我国步入航天大国、迈向航天强国的必然趋势。面对我国航天市场长期增长的需求,国内航天正面临着前所未有的机遇与挑战。以往单箭“作坊”式研制,精雕细琢出“作品”的科研生产模式已不能适应航天装备的快速发展。从“作坊”转变为“产业”、从“作品”转变为“产品”,走规模化、产业化发展的道路,实现科研生产模式从“两作”到“两产”的转型,已成为航天装备发展的必然和共识。针对新的任务形势,本文以中国运载火箭技术研究院(航天一院)为研究对象,针对研究院当前面临的高密度发射任务、高质量发射要求与现有研制周期和产品体系等出现不匹配的矛盾,提出了用推进产品化的办法解决当前面临的困难,设计了适合航天一院产品化的流程体系,采用项目管理的手段来推进航天一院的产品化流程实施。本文首先交待了论文的选题背景及意义、研究内容和方法;其次对流程管理和项目管理相关理论进行了研究和总结;紧接着对航天一院面临的问题进行深入分析,在此基础上设计了四类流程为核心的流程体系,并对每一类流程进行了详细分析;最后提出了用项目管理的方法来保证流程的实施运行,并提出了具体的后续研究建议,为最终实现“建立世界一流宇航公司”的目标提供可靠的产品管理保障。 | |
| 英文摘要: | With the substantial growth of comprehensive national strength and economic power,China space industry is going through a transformation from test to application, from scientific research to equipment, from single satellite to network, from multiprogramming to system. Multi-model with multitask, batch production and frequently launching will be the inevitable trend of China who is stepping into the space nation and marching toward the space powers. Facing with long-term growth of china space market, domestic space industry confronts unprecedented challenges and opportunities. The old mode of scientific research and production which means “workshop” production and detailed “works” cannot adapt to rapid development of space equipment now. It is necessary and agreed by consensus that space equipment development should shift from “workshop” to “industry”, from “works” to “product”, take a way of scale and industrialization, and realize the transformation of scientific research mode from “workshop’s works” to “industrial product”. Under new situations and circumstances, this article, selecting CALT as the target object, aim at the contradictions between frequently launching & high quality requirements and current development cycle & product systems, put forward a method of promoting productization as the solution of current difficulties. Productization progress of CALT can be carried forward by establishing process system and adopting program management. The background and significance of the subject, research contents and method are firstly introduced, then the relevant theories in process management and program management are studied and summarized, and current problems of CALT are analyzed thoroughly. Based on these work, the suggestion to establish process system centering in four types of process is put forward, and each type is designed in detail. Finally, the method that ensuring the implementation of process by program management is proposed, which thereby gives a powerful push to productization of CALT and provides reliable product-management guarantees to realize the goal of “establishing a world-class aerospace company”. | |
