中文摘要:集团化经营形式已成为企业发展的趋势,人力资源管理肩负着为集团公司输送和培养人才的重大责任,更深刻地影响着集团公司战略目标的设计和实施。因此,集团化经营形式下人力资源管控的研究愈发凸现其必要性和重要性。 本文在系统地梳理集团公司人力资源管控相关理论的基础上,以TS集团公司为研究对象,在其组织架构发生重大变革的背景下,通过多轮问卷调研的形式深入了解其人力资源管控的现状,分析现阶段TS集团人力资源管控体系存在的问题,以逐一解决问题为原则,提出相应的对策,以构建起适合现阶段TS集团发展的人力资源管控体系。 本研究设计的TS集团人力资源管控体系拟立体化地从三个方面展开:第一,依托TS集团的全新组织架构,构建以控股集团、实体集团、专业公司三级职能部门为主体的人力资源管控框架,并对其进行角色定位和职能设置;第二,分析影响分子公司人力资源管控模式选择的因素,确定各影响因素的权重;第三,各分子公司根据自身特点进行个性化管控模式选择。同时,为了推动集团公司人力资源管控工作,从控股公司、实体公司和专业公司三个层面提出具体的实施对策,并提出集团公司各层级的支持与保障措施。建立基于管控效能提升的人力资源管理从业人员的任职资格五维度模型,以此实现人力资源管理从业人员的筛选、培养方案的制定以及职业生涯的合理规划。最终实现集团公司人力资源管控体系的有效实施。  
英文摘要:The form of group management has become the trend of the development of the enterprise, human resources management is shouldering the responsibility of supply talents to group company, and also influencing on the design and implementation of the strategic goals in Group Company profoundly. Therefore, under the form of collectivize management the research of human resources control increasingly shows its necessity and importance. This article firstly mentioned the research in HR management and control theory of group. The paper researches the Human Resources Management and Control model and problems of TS Group through questionnaire and in-depth interviews against the reforming background. Then the article put forward the corresponding countermeasures to solve the problems and build up Human resource management and control system, which can be suitable for the development of the present stage. To establish Human resources management and control system, the article takes study as follows:(1)With the new organization structure of TS Group, build up the framework of HR management and control system, which is based on holding group, entity group and profession company, and put forward how to set up its roles and functions. (2)Analyzing the factors which affect how to choose HR management and control model, and defining the weight of factors。(3)Subordinate enterprises choose their individual HR management and control model according to their own characteristics. Moreover, in order to facilitate HR management and control, proposing specific ways to implement from three levels: holding group, entity group and profession company, the support and measures from every levels of Group company。Building five-dimensional model of the qualifications of HR staffs based on the promotion of HR management and control efficiency to provide rule to choose HR employees, scheme the training programs and formulate career life. All above is for the effective implementation of Group company HR management and control system.
