中文摘要:   兰新高铁地处我国西北地区,沿线环境差异大,大温差、大风沙、日照强及干旱缺水等恶劣气候条件给工程质量控制带来了极大困难。本文以兰新高铁甘青段LXS-16标DK930+345.4~DK1015+000段无砟轨道工程为依托,对西部特殊气候条件下高速铁路无砟轨道项目的质量管理工作展开研究。    主要研究内容如下:从地理位置、气候特点、线下基础特点和无砟轨道结构形式四个方面介绍兰新高铁无砟轨道的项目概况,针对材料选用、支承层施工和道床板施工等主要过程详细分析该项目的质量控制点,并结合实际工程情况,明确兰新高铁无砟轨道项目质量管理的重难点;在分别阐述全面质量管理体系、ISO9000族质量管理体系内涵和基本原则的基础上,比较分析这两种质量管理体系的相同之处和不同之处,通过整合二者的优点,提出兰新高铁无砟轨道项目TQM-ISO质量管理体系构建的思路和框架,并从质量监督、组织协调、质量体系控制和质量改进等方面探讨该体系运行的机制;最后从组织、考核和技术三个层面提出有针对性的无砟轨道项目质量管理措施。    主要研究结论为:兰新高铁无砟轨道项目质量管理的重难点为道床板混凝土裂缝控制和轨道精度控制,采取的质量管理措施如下:在组织层面,设置了项目的质量管理机构,设计了合理的质量管理流程;在考核层面上,制定了质量管理方法和考核措施;在技术层面上,配备了自补水、低收缩、防开裂高性能混凝土,提出了沙漠戈壁区道床板混凝土的裂缝控制标准,研发了新型混凝土养护技术,开发了轨道精度控制技术及成套装备。 
英文摘要:   Lanzhou-Xinjiang high-speed railway is located in Northwest China. The adverse weather condition along the railway such as low humidity, large temperature difference, intense sunlight and draught bring great difficulties to construction and quality control. Based on the ballastless track project between DK930 + 345.4 section and DK1015+000 section of Ganqing LXS-16 period of Lanzhou-Xinjiang high-speed railway, this paper studys quality management of the ballastless track project of high speed railway in special western climate.    The main research contents are as follows: Introduce the project from four aspects: geographical location, climate characteristics, features of foundation underneath the railway and structure form of the ballastless track. Aiming at the main process, such as material selection, bearing layer construction and road bed board construction, the quality control points are analyzed. Combining with the actural engineering, the difficult point of quality management of Lanzhou-Xinjiang high-speed railway project is clear out. The connotation and basic principles of total quality management system and ISO9000 quality management system are introduced respectively. Based on contrastive analysis of these two quality management system, this paper integrates the two systems, builds a TQM - ISO quality management system of the project, and discusses the mechanism of the system through quality supervision, organization coordination, quality system control, quality improvement and so on. Put forward effective quality management measures of the project from three aspects: organization, economy and technology.    The results are as follows: the difficult point of the quality management of the project are bed board concrete crack control and degree of railway accuracy. The following measures are taken: at the organization level, the quality management institution of the project is set up, and a reasonable quality management process is designed; at the economy level, the project quality management method and assessing measures are proposed; at the technology level, self-replenishing-water, low-shrinkage, anti-crack high performance concrete is made, and the crack control standard of bed board concrete in gobi desert is put forward referring to worldwide standard,and a new concrete curing technology is developed.
