中文摘要：	本文采用文献分析、专家访谈、案例分析的研究方法，力争通过研究信息化项目风险的所有因素，并对其中关键因素进行分类研究并找到关键因素的控制方法，最终达到规避信息化项目风险的目的，从而使信息化项目降低失败的风险。本文的研究成果体现在：本文通过研究找到了影响信息化项目的主要风险因素，通过对关键因素分类分析的基础上，区分外部、内部影响关键因素。本文重点研究了信息化项目质量外部、内部影响关键因素的控制方法；本文将风险项目分类应用于山东中烟生产信息管理系统中进行案例研究，证明了本文所研究的控制方法对于规避该类项目风险确实有明显的效果，这将有助于在行业内推广应用。本文的主要创新点在于：规范中烟公司信息化项目风险管理，全面地分析IT项目风险因素，进而找到有效的控制方法，以实现中烟公司更加完整、规范的信息化项目风险管理。建立中烟公司信息化项目全生命周期的风险管理规范。 制定一套全面覆盖信息化项目的管理规范，最终形成信息化项目风险管理模型，从项目过程进行全盘考虑，目前阶段形成规范约束信息化项目风险管理。
英文摘要：	Through article analysis, expert interviews and case analysis, we tried to consider all factors of Information project and do classification research of the key factors and find the control methods, in order to avoid and reduce the risk of Information project. The product of this article reflects in the following respects. We found the key risk factors of Information project, then we distinguished external factors from internal factors. During the research we focused on the control of key factors. We applied Information project classification to Shandong tobacco production management information system for case research and proved our methods of avoiding risk in these projects to be effective. The methods will be helpful for spreading application in the industry. The innovation of this research is making the management of Information project of china tobacco company standard. We considered in a comprehensive way of the risk factors to find effective control methods, then we can manage Information project more complete and standard in tobacco company. We established a suit of management standard which comprehensive covered Information project, finally we can establish a model for the risk management. For overall consideration of the project, we form standard information project risk management at present stage.
