中文摘要：	会展业是我国进入21世纪以来重点发展的几个产业之一，该产业有绿色无污染、可持续性发展、带动行业广、提升地区知名度等多方优点。世界知名城市无不具备几个至几十个优质品牌会展项目。这些会展项目也为所在城市带来无数荣誉和经济贡献。近年来随着我国经济总量不断攀升，部分经济发达地区如北京、上海等地大有成为国际会展一线城市的趋势。处在我国经济增长第三极——环渤海经济圈中央位置的天津滨海新区，如何利用自身优势以品牌会展项目为突破口，大力发展会展行业，使之能够在一段时间内形成产业集群。对发展区域经济，扩大影响力有着不可估量的作用。由于会展行业的周期性和集中展现的特性，故在进行某城市会展项目立项时，有多种风险存在。我国的会展项目风险管理研究工作刚刚兴起，近年来才在大型会展项目中逐渐引入风险管理理念。虽然会展项目风险管理理论在一些项目中被应用，但目前阶段的会展项目风险管理只是处在刚刚起步阶段。没有系统化、专题化的形成研究学科，并且也缺乏对项目中相关风险管理工作的规范。 　　　本文运用项目风险管理理论探讨天津滨海新区会展项目风险及其控制，在理论上是项目风险理论在会展项目上的延伸，一定程度上加深了人们项目风险管理的理解。综合天津滨海新区所处的地理位置、产业结构、会展项目质量等因素，采用德尔菲法和头脑风暴法，分析出天津滨海新区会展项目及风险的独特性。并针对其独特性，制作了项目风险分析图。从宏观和微观两个角度。对可能出现的风险进行明确。进而归纳出滨海新区会展项目面临的市场、生产、技术、财务人事等方面的具体风险。“国家会展中心”项目的建设，对于调整中国北方会展格局会造成十分深远的作用。成为影响滨海新区会展项目的关键性因素。 　　　针对通过项目管理思维分析出的滨海新区会展项目风险，本文介绍了相应的解决措施。并提出了构建风险监控的想法：通过对会展项目的WBS分解细化每一步环节。对于其中可能出现的风险重点监控。并使用案例列举了部分监控方法。和部分国外案例给我们带来的启示。通过总结天津滨海新区实施会展项目所面临的风险与问题，构建天津滨海新区会展项目风险应对措施。提出滨海新区今后发展的会展项目主题设置方面应避免与北京已有的会展项目主题重叠，尽可能少的举办消费类展会，重点发展金融会展类型项目。将优质人才引入滨海新区，试推行会展保险业务等多方面举措。 论文把项目风险相关理论应用到会展项目的风险管理中，具有应用创新价值。论文研究为滨海新区的会展项目管理决策层提供一定的借鉴作用。同时为会展行业和地方政府如何发展会展经济提供一定的参考作用。
英文摘要：	Exhibition industry is the key to since the 21st century in China, one of the few industries in the development of the industry has a green, no pollution, sustainable development, leading industry, promote regional awareness and so on many merits. The world famous city all have several to dozens of high quality brand exhibition project. The exhibition project also bring numerous honors and economic contribution to city. Along with our country economy rising in recent years, some developed areas such as Beijing, Shanghai and other places have become the trend of international conference and exhibition in first-tier cities. Third pole in China's economic growth, the central position of the bohai economic circle of tianjin binhai new area, how to use their own advantages in brand exhibition project as the breakthrough point, to develop the convention and exhibition industry, to allow for a period of time the formation of industrial clusters. To the development of regional economy, expand the influence has the inestimable function. Due to the periodicity of convention and exhibition industry and a showcase features, therefore, in a certain city conference and exhibition project, there are many kinds of risk.
