中文摘要：	科研院所的活动以创新为主，由于任何创新活动都具有独特性、一次性和不确定性等现代项目的根本属性，因此它们都属于现代项目和项目管理的范畴。在信息社会和知识经济中，组织管理的根本目标是要为这些创新活动提供组织和资源方面的保障，本文就是以中国电子科技集团公司第十八研究所为例，对科研项目的组织管理模式进行探讨。 文章首先介绍了选题的背景和意义，以及本文的研究框架、研究方法，接着对组织管理模式的相关理论作了简要的回顾，同时对国外科研机构的组织管理模式进行了对比介绍。 在回顾了相关理论的基础上，本文对中国电科十八所对不同项目类型的组织管理模式进行了分析，得出不同组织管理模式的优点及不足。接着，对各种项目组织管理模式进行了对比分析，同时提出利用矩阵式的项目组织管理模式来管理科研项目的观点。 根据矩阵式的组织管理模式的相关理论，本文设计了一套基于该模式的项目管理流程，并对这种流程进行了模拟验证，结果表明，矩阵式的项目组织管理模式能够适应中国电科十八所的科研项目管理需要。
英文摘要：	The activities of a scientific institute are mainly focused on innovation. Any innovative activity has the character of uniqueness, temporary and uncertainty, these characters are the characters of the modern projects. So the activities of a scientific institute should be managed as projects. In the information society, the target of organization management is to provide the supports of organization and resources to these activities. In this article, the organization management modes are studied based on the practice of No.18 Institute of CETC. Firstly, the background and meanings of the subject are introduced, and the frame, methods of study is introduced in the same time. Then the relative theory of organization management is reviewed. The organization management modes for some foreign organizations are also introduced. Based on the relative theory, the different organization management modes for different kinds of projects in No. 18 Institute are analyzed to show the advantage and disadvantage of different modes of organization management. Based on the comparison and analysis, the matrix organization structure is chosen as the mode for scientific activities. Based on the theory of matrix organization management mode, a management process is designed in this article. Then a simulation is performed to prove the fitness of the mode. The result shows the matrix organization management mode can meet the requirement of the management of scientific projects in No.18 Institute of CETC.
